203 <br /> <br />Item 8c <br />Appointment of the Kottinqer Place Representative to the Housinq <br />Authority Board of Commissioners <br /> <br /> Mr. Mercer indicated that it is the Council's policy that <br />commissioners can serve only two four-year terms; however, State <br />law does not put any limit to a tenant commissioner's appointment. <br />He stated that Marion Lowe has done an excellent job as Kottinger <br />Place's representative on the Board for two four-year terms and <br />that she could be reappointed to the Board. He added that because <br />another tenant applied for the position, he had asked Ms. Lowe if <br />she would be willing to give another tenant the opportunity to <br />serve on the Board. <br /> <br /> It was moved by Mr. Butler, and seconded by Ms. Mohr, that <br />Resolution No. 91-82 be adopted, appointing Catherine Cardoza as <br />Tenant Representative to the Housing Authority Board of <br />Commissioners. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mohr, Scribner, Tarver and Mayor <br /> Mercer <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />Item 8d <br />Appointment of Commissioners (SR 91:198) <br /> <br /> Ms. Scribner stated that involving the entire Council in the <br />process of selecting commissioners and board members would give the <br />Councilmembers the opportunity to interview the applicants and get <br />to know them. She indicated that because Councilmembers do not <br />interview the applicants under the current process, Councilmembers <br />are unable to suggest alternate appointees in the event that <br />Council does not ratify the mayor's choice. She requested that the <br />existing process be amended to allow full Council interviews of <br />applicants to a Board or Commission. <br /> <br /> Mr. Tarver expressed preference for full Council interviews of <br />all applicants at a workshop with the appointments being made at <br />the following Council meeting. <br /> <br /> Ms. Mohr stated that when Council voted to have a directly- <br />elected mayor, she requested that full Council interviews be <br />retained, which the Council majority at that time did not approve. <br />She indicated that the Mayor has done at ~ine job in implementing <br />his responsibility for commission appointments. She added, <br />however, that she missed not knowing the commissioners and that the <br /> <br /> - 27 - <br /> 5-21-91 <br /> <br /> <br />
