205 <br /> <br />Urban Growth Resolution <br /> <br /> Mr. Tarver requested Council to consider the adoption of a <br />resolution to be presented to the East Bay Division of the League <br />of California Cities regarding the growing concerns throughout <br />California of urban sprawl and its attendant social, economic, and <br />environmental impacts. <br /> <br /> Mr. Butler commented that the manner in which the discussion <br />is presented causes confusion because its proposal that cities be <br />the sole provider of infrastructure in urban areas seems to imply <br />that counties will no longer build roads or sewers. The proposed <br />resolutions also focus on special service districts that would be <br />related to fostering development. He proposed that the word <br />development be used in lieu of infrastructure. <br /> <br /> Ms. Mohr stated that the City has a policy not to extend its <br />services outside the City limits. <br /> <br /> Mr. Mercer indicated that he agreed with Mr. Tarver that <br />development should be city-based. He pointed out, however, that <br />Bay Vision 2020 and the growing trend of regional government is not <br />city-based. He then requested Staff to prepare a report on the <br />matter for the next Council meeting. <br /> <br />Support for the Tri-Valley District <br /> <br /> Mr. Tarver requested Council to consider supporting the idea <br />that the Tri-Valley stay as one supervisorial district. <br /> <br /> It was moved by Mr. Tarver, and seconded by Mr. Butler, that <br />a letter be sent to the Governor and the Board of Supervisors <br />expressing the Council's view that the Tri-Valley area stay as one <br />supervisorial district. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mohr, Scribner, Tarver and Mayor <br /> Mercer <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />9.
