119

of support from the City for business and small businesses.

Mayor Mercer stated that he supported putting the two names on
the sign last time, it wouldn't drastically change the looks of the
sign, and will let people know that the businesses are there. It
is a benefit to the shopping center and to Pleasanton.

Mr. Tarver stated that feels Council needs to be more
consistent and to establish a program as to how many names should
be placed on a sign.

Ms. Scribner replied that she maintains her position that the
pylon sign should have the name Rose Pavilion as opposed to
individual businesses. She feels that Council has been consistent
with the amount of signage approved and has done a good job
compared to other communities.

Mr. Butler shared his concern on how the Council has applied
the sign ordinances and how consistent it has been. He felt that
Council hasn't been consistent. The number of names isn't the
issue; its consistency and fairness.

Ms. Mohr stated that she is concerned what will happen when
the next tenant wants its name on the sign. Ms. Mohr believed that
Council needs to set a limit, as it will be facing this issue
again. If Council is going to determine how many names should be
placed on a sign, perhaps it could be done by the size of project,
or how many sales tax dollars it provides to the City, or how many
vehicle trips would be generated. She can't support this
application until she knows that a firm criteria has been
established.

Mayor Mercer stated that a point was made earlier that times
change. He doesn't feel that government should make firm rules and
that every sign should be so many words and have so many names.
Signing is an important aspect of being in business. At this point
he doesn't feel that the Council needs to set any guidelines.

It was moved by Mr. Tarver, and seconded by Mayor Mercer, to
adopt Resolution No. 91-193, upholding the appeal of Spieker
Partners (Case AP-91-06) thereby granting approval of Case No.
Z-91-65, the application to add two names to the pylon sign for
Rose Pavilion.

The roll call vote was as follows:
AYES: Councilmembers Butler, Tarver and Mayor Mercer
NOES: Councilmembers Mohr and Scribner
ABSENT: None
ABSTAIN: None

11/19/91
11
