It was agreed that Council will go _. <br /> back and look at signs on the freeway. <br /> <br /> Item 8b <br /> Approve additional funding for design services of potential <br /> downtown improvements. (SR91:481) <br /> <br /> Ms. Scribner updated the Council on the status of the Downtown <br /> Task Force. The Task Force has published a preliminary <br /> implementation plan in September and has had three public hearings, <br /> two meetings which were sponsored by the Chamber of Commerce and <br /> Downtown Association, and two meetings with the Downtown Committee <br /> of the Chamber of Commerce. The Task Force has outlined a schedule <br /> to address all of the comments it has received from the public, <br /> which will take until February 1992, The Task Force believes that <br /> it has covered a lot of territory in reviewing the past studies and <br /> reports. It feels the simplest way to approach this would be to <br /> have a joint workshop with the Planning Commission and City <br /> Council. Hopefully, this will be some time in March. The request <br /> for $15,000 is to put on paper the remaining thoughts it has. <br /> <br /> Mr. Butler asked how the design detail will affect the <br /> decision making process. <br /> <br /> Ms. Scribner responded that putting the concept on paper is <br /> critical to better understanding. ' <br /> <br /> Mayor Mercer commented that the City has spent $313,400 to <br /> study Downtown. He was not opposed to approving the $15,000. <br /> However, he indicated there are a lot of property owners Downtown <br /> who are using taxpayers' money and whose property will probably be <br /> greatly increased in value. He felt that the property owners <br /> should start paying. <br /> <br /> Ms. Scribner replied that the approach from the beginning has <br /> been that whatever is done Downtown must be a public/private <br /> partnership. Participation by the property owners is a major part <br /> of the plan. <br /> <br /> Ms. Ruby Greer, Main Street Spirits and Deli, felt that the <br /> $15,000 is not needed at this time. She recommended the Task Force <br /> should meet with the Planning Commission and City Council first, <br /> and let them give their input, and then go back and ask for the <br /> money for the final plan. <br /> <br /> Mr. Gary Schwaegerle, 189 W. Angela Street, agreed with Ms. <br /> Greer. He felt the existing plans are good enough. He thought that <br /> the Task Force was going to involve more of the service <br /> organizations in such things as lighting and benches in the park. <br /> He also added that he believed the entire City of Pleasanton should <br /> <br /> 11/19/91 <br /> 12 <br /> <br /> <br />
