55 <br /> <br /> Mayor Mercer replied that generally the speeders are the <br />people in their very own neighborhood. Instead of placing police <br />officers in the neighborhood to ticket violators, which only <br />manages to get everyone angry, an alternative would be to get <br />concerned neighbors to go door to door and simply ask everyone to <br />slow down. <br /> <br /> Mr. Snyder indicated that two months ago there were patrol <br />cars in the area for three days. In that time frame, 71 citations <br />were written with the average speed of 40 to 45 MPH in a 25 MPH <br />zone. Admittedly, there were some locals who received citations, <br />so perhaps the Mayor's suggestion could be looked into and acted <br />upon. <br /> <br /> Ms. Carolyn Annis, 3104 Tokay Ct, Pleasanton wanted to know <br />how the City determines who gets the Public Hearing Notices. <br /> <br /> Mr. Swift indicated that in this circumstance, anyone within <br />1500 to 2000 feet of the project were notified by mail. <br /> <br /> Ms. Annis stated that she was not notified and would <br />appreciate being kept up to date on this matter since the increased <br />traffic will impact her neighborhood as well. <br /> <br /> There being no further testimony, Mr. Mercer declared the <br />public hearing closed. <br /> <br /> Mr. Butler stated that there is no difficulty with the <br />prezoning. There will be several opportunities to address specific <br />impacts that may or may not develop as the site is proposed for <br />development and those will need to be considered at that time. For <br />the action that is under consideration here the negative <br />declaration is found to be appropriate. At the suggestion of the <br />applicant, the sentence in paragraph 7 can be removed. <br /> <br /> It was moved by Mr. Butler, and seconded by Mr. Tarver, that <br />Resolution No. 91-167 be adopted, based on a review of an initial <br />environmental impact study done for this project and on a finding <br />that no significant environmental impact would occur as outlined in <br />the City's guidelines and on further finding that a negative <br />declaration is appropriate in connection with RZ-91-6, City of <br />Pleasanton. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Scribner, Tarver and Mayor Mercer <br />NOES: None <br />ABSENT: Mohr <br />ABSTAIN: None <br /> <br />10-01-91 9 <br /> <br /> <br />
