54 <br /> <br /> It was moved by Mr. Tarver, and Seconded by Mr. Butler, that <br /> Ordinance No. 1520 be introduced, to be read by title only and <br /> waiving further reading thereof, approving the amending of Chapter <br /> 18.20 of the Municipl Code regarding the composition, duties, and <br /> scope of review of the Design Review Board; and to amend other <br /> sections of the Municipal Code, specifically Chapters 18.74, 18.96, <br /> 18.112 and 18.132 including further amendments to Section 18.20.020 <br /> to reflect that all members shall be residents of the City and to <br /> allow a maximum of two members on the Board be unlicensed. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Butler, Tarver and Mayor Mercer <br /> NOES: Scribner <br /> ABSENT: Mohr <br /> ABSTAIN: None <br /> <br /> Item 6b <br /> RZ-91-6, City of Pleasanton; Application to prezone an <br /> approximately 560 acre site located east of Hearst Drive and south <br /> of Red Feather Drive to the PUD (Planned Unit Development) - Rural <br /> Density Residential District and Open Space or to any other zoning <br /> district consistent with the General Plan. (SR 91:396) <br /> <br /> Mr. Mercer declared the public hearing open on the <br /> application. <br /> <br /> Mr. Ted Fairfield, consulting civil engineer, representing the <br /> owners of the property, stated that the Lins are satisfied with the <br /> Staff Report other than the reference made to future site <br /> development generating an insignificant amount of additional <br /> traffic. He feels it's not necessary, at this time, that such a <br /> statement be addressed because there is no development and the <br /> statement should be stricken. <br /> <br /> Mr. Tarver wanted to know if the Negative Declaration in this <br /> prezoning is relying on the environmental work done in the General <br /> Plan. <br /> <br /> Mr. Swift indicated that it is. <br /> <br /> Mayor Mercer wanted to know if there would be an EIR required <br /> when the project came in. <br /> <br /> Mr. Swift replied that a review would be made when a project <br /> comes in. It's highly likely that an Environment Impact Report <br /> would be required. <br /> <br /> Mr. Larry Snyder, 1375 Bordeaux Street, Pleasanton, President <br /> of the Kottinger Ranch Homeowners Association, expressed concern <br /> about the increased traffic that will ensue in the vicinity of <br /> Hearst, Concord and Bordeaux. <br /> <br /> 10-01-91 8 <br /> <br /> <br />
