51 <br /> <br /> Ms. Dennis requested that Mr. Meidl not be allowed to continue <br />to serve on the Executive Committee regarding the Ridgelands and <br />read letters to support that request from Terry Spraggins of the <br />"Save Pleasanton Ridgelands Committee", 7024 Corte del Oro; Chris <br />Sartor, member of the Ridgeland Citizens Committee and the Parks <br />and Recreation Subcommittee, 2586 Skimmer Court; Bob Thompson, <br />member of the Parks and Recreation Subcommittee, residing at 4453 <br />Cloverwood Lane; and Jean Dever, also a member of the Parks and <br />Recreation Subcommittee, 6565 Lansing Court. It is their hope that <br />Council will find a way to address this situation. <br /> <br /> Mayor Mercer commented that if there is a conflict of interest <br />involving Mr. Meidl, then there might also be one involving Jocelyn <br />Combs because she wants the park land for different reasons. The <br />Mayor felt that having this committee or any citizens committee <br />being drawn into the fair political practices commission guidelines <br />would not be something that the residents would want to get <br />involved with as it would be very cumbersome, especially on such a <br />large committee as this one. There have been no accusations of <br />illegal conduct on the part of Mr. Meidl. He had written to <br />Council prior to the committee appointments being made, revealing <br />that he worked for the law firm but that he would be willing to do <br />whatever the Council wished him to do. Council elected to put him <br />on to it and appointed the chairs and vice-chairs. <br /> <br /> Mr. Butler agreed with the Mayor. The only question that Mrs. <br />Dennis raises is whether or not Mr. Meidl has an obligation to the <br />client that conflicts with his role on the committee. <br /> <br /> Ms. Scribner inquired as to whether the City had a policy <br />regarding conflict of interest matters on Advisory Committees. <br /> <br /> Mr. Tarver replied that the whole concept was that the <br />committee was going to involve property owners on the ridge to get <br />information to the voters to make an intelligent decision before <br />going to the polls. <br /> <br /> Mayor Mercer asked Mr. Roush about whether Mr. Meidl, working <br />for the law firm, would have an obligation to represent Amador Land <br />and Cattle. <br /> <br /> Mr. Roush replied that if the law firm represents a client, <br />then that representation extends to all the members of the law <br />firm. There may be an ethical obligation with respect to what his <br />role might be on the committee, but that's different than a <br />financial conflict of interest. <br /> <br /> It was decided by Council that Mayor Mercer would contact Mr. <br />Meidl giving him the opportunity to respond to the matters raised <br />by Mrs. Dennis. Mr. Mercer will bring the results of that <br />conversation back to Council for further consideration. <br /> <br />10-01-91 5 <br /> <br /> <br />
