52

Ms. Raili Glenn, 8056 Foothill Road, Pleasanton, a member of --
the Parks and Recreation Subcommittee, wished to voice her
objection to Mr. Meidl's membership on the steering committee. She
also felt that he would not be fair in his consideration of the
minority opinion.

Vintage Hills Inspection

Mr. Ralph Law, 940 Reisling, Pleasanton, reminded Council of
a packet delivered to each member in August explaining problems
that he was having on his property. The response from the City was
not what he was after.

Ms. Acosta explained to Council that the letter sent by the
City to Mr. Law offered to have the Chief Building Official inspect
Mr. Law's property. Mr. Law had not responded to the City's
letter.

Mr. Law indicated that his appearance tonight is his response.
He wants the City to come out to the property and make an
inspection. If there is agreement with his engineering reports,
then the City should correct what wasn't done 20 years ago, which
was a failure to inspect the property and a failure to do some of
the foundation work in accordance with engineering recommendations
that were made.

Mr. Roush responded that assuming there was negligence in the
City's inspection of these residences, which the City disputes, the
City is immune and the statute of limitations has long since run
out.

Mayor Mercer asked that Mr. Law get together with the City
Manager to set up a time that the Chief Building Inspector can make
his inspection. At the conclusion of the inspection a report
should be submitted to Council who will then determine whether the
issue will be put on the Agenda.

Bike Requlations and Signs

Leo Debose, Chairman of the East Bay Bicycle Coalition, wished
to speak to Council regarding some signs that are posted in the
City of Pleasanton stating that a bicyclist must cross over to the
other side of the street or must use a sidewalk. He indicated that
those signs should be removed as they are preempted by State Law.

Ms. Acosta asked that Mr. Debose leave his number with Bill
Van Gelder, our Traffic Engineer, who will look into these matters.

10-01-91 6
