REPORTS OF THE CITY ATTORNEY <br /> Item 13a <br /> Resolution and Ordinance to Establish Alternative Biddinq <br /> Procedures Under the Uniform Public Cost Aocount Act (SR 91:400) <br /> <br /> Mr. Butler wanted to know if it would be possible to include <br /> some preference for local contractors. <br /> <br /> Mr. Roush commented that the difficulty is that the public <br /> works projects are to be awarded to the lowest responsible bidder. <br /> Bidders are made aware of the prospective projects through <br /> advertisements in trade journals, etc. The best that could be done <br /> would be to make sure that local contractors are made aware of the <br /> projects that are coming to bid so that they have an opportunity to <br /> participate. <br /> <br /> Mayor Mercer directed a statement to Mr. Elliott in regards to <br /> making sure that penalty clauses are put into contracts. If the <br /> public works contracts are not completed in a specified amount of <br /> time, there should be some penalty. <br /> <br /> Mr. Tarver brought up the idea of a "Status Report" which <br /> would keep Council informed of what contracts have been awarded and <br /> where each project stands in its completion process. <br /> <br /> Ms. Acosta indicated that Staff could do that for Council. <br /> <br /> It was moved by Mr. Tarver, and seconded by Ms. Scribner, that <br /> Ordinance No. 1523 be introduced, to be read by title only and <br /> waiving further reading thereof, to provide Alternative Bidding <br /> Procedures under the Uniform Public Construction Cost Accounting <br /> Act. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Butler, Scribner, Tarver and Mayor Mercer <br /> NOES: None <br /> ABSENT: Mohr <br /> ABSTAIN: None <br /> <br /> 10-01-91 16 <br /> <br /> <br />
