37

Ms. Mohr asked about the color scheme. Although a sample
board was not brought to the meeting, Mr. Crews assured Council
that Signature was willing to work out with staff a color palate
that would satisfy its requirements.

Other questions answered by Mr. Crews involved the total
distance in the back of the project. The units are 15 to 20 feet
beyond the Arroyo, allowing more area to plant trees as a buffer to
the neighboring project.

Mr. Tarver inquired as to the possibility of reducing the
selling price on some units, producing some affordable housing or
contributing to a moderate income fund.

Mr. McKeehan affirmed that discussions with staff on that
issue has reduced the price of the previous Summerhill project
units, which had a price range from $300,000+, to the anticipated
$190,000 to $240,000 range for 1100 to 1800 square foot units.

Council received confirmation that two of the recreation areas
will be turned into tot lots.

Ms. Mohr also wanted to know what kind of guarantees would be
given to ensure that the houses would actually come in at the
prices Signature is projecting.

Mr. McKeehan assured Council that Signature would not
purposely escalate the price of these units.

Mr. Tarver directed a question to staff regarding whether the
condition about water in the growth management agreements was being
included in this reapproval.

Mr. Roush replied that the water condition wouldn't apply
unless it is added at this time.

There being no further testimony, Mr. Mercer declared the
public hearing closed.

It was moved by Mr. Butler, and seconded by Ms. Mohr, that
Ordinance No. 1519 be introduced, to be read by title only and
waiving further reading thereof, approving Case PUD-80-31-52D for
construction 151 townhouse and condominium units with an additional
condition that building permits shall be withheld if the City
adopts mandatory water rationing and the developer does not
participate in a water offset program to be developed by the City.

9-17-91 7
