196 <br /> <br /> the home below his existing residence and had been working with the <br /> neighbors for the last year to try to agree and develop a home that <br /> would be "neighborly" and not be obtrusive. He stated that the <br /> perception of density is not the reality because the house is <br /> hidden. <br /> <br /> Peter Shutts, 4133 Mohr Avenue, Suite G, architect for the <br /> property, explained that when he decided to design this project, he <br /> did it with the understanding that he would have to comply with the <br /> Foothill Overlay District. He had tried tocreate a home that was <br /> virtually invisible. He then referred to an exhibit and explained <br /> the location of the surrounding homes and how they related to this <br /> proposed home in screening. Mr. Shutts explained that the lot size <br /> was not inconsistent with the existing developable lot areas. <br /> <br /> Ron Archer, 4133 Mohr Avenue, engineer for the project, <br /> pointed out lot lines and sizes on an overhead map. He explained <br /> that the changes in the lot lines opened enough space to build this <br /> proposed home. This area was originally to be used as a <br /> maintenance access but has now changed. He asked for Council's <br /> support for this project. <br /> <br /> Jerrel Thomas, 27933 Via Ventana, Los Altos Hills, did not <br /> speak for or against the project. He did say that a house on 2 <br /> 1/2 acres is not dense. He did not agree with the staff that this <br /> house would present a "row" look. He stated that if Council did <br /> intend to approve a project on this particular lot then he would <br /> request it to do that as soon as possible because of the economy <br /> and efficiency of completing the infrastructure. He believed that <br /> it would be practical to address this site at this time rather than <br /> wait until the other developments are complete. <br /> <br /> Craig Linch, 5226 Foothill Road, co-owner, tenant, and <br /> developer asked for approval of this project. He explained that he <br /> would be the only person effected by the density of this home. Mr. <br /> Linch continued by explaining that the house would be hidden and <br /> would fit in well with the neighborhood. <br /> <br /> There being no further testimony, Mr. Mercer declared the <br /> public hearing closed. <br /> <br /> Mr. Tarver asked staff what was the intent of the condition <br /> regarding the combining of the two parcels. <br /> <br /> Mr. Swift replied that the original condition enabled Mr. <br /> Hempy to control the slope bank. The lot line had changed several <br /> times based on the desires of the owner of Lot 4. When the PUD was <br /> approved the lot line adjustment was to add the slope bank to the <br /> adjacent lot. The geologic concerns by staff had been met by Mr. <br /> Hempy <br /> <br /> 4/21/92 6 <br /> <br /> <br />
