197 <br /> <br /> Ms. Mohr referred to the Foothill Overlay District and asked <br /> what other projects could be compared to this proposed project. <br /> She then referred to a map and asked if Council had the opportunity <br /> to also address the house that was located in front of the proposed <br /> home. <br /> <br /> Mr. Swift answered that there was not a comparable project <br /> because of the distance from Foothill Road. This house did not <br /> conform to the Overlay District only because it was at the top of <br /> a hill and did not have a backdrop, but this was not a major <br /> concern. He explained that the reason staff did not recommend <br /> approval was because the original proposal was for five lots but <br /> one of those had to be removed because of the site's geology. He <br /> explained the history of the project which led to this proposal. <br /> Mr. Swift explained that the home which was located in front of <br /> this proposed home still had to go to the Design Review Board and <br /> then to Council. <br /> <br /> Mr. Tarver asked where the road leading to the Ridgelands <br /> would be located. <br /> <br /> Mr. Swift answered that the road had the potential to be <br /> placed behind this project area. He pointed out on a map where it <br /> could be placed. <br /> <br /> Mr. Tarver agreed that this project would be hidden due to the <br /> density of the area. He was in favor of this project. <br /> <br /> It was moved by Mr. Tarver, and seconded by. Ms. Mohr, that <br /> Resolution No. 92-80 be adopted, based on a review of an initial <br /> environmental impact study done for this project and on a finding <br /> that no significant environmental impact would occur as outlined in <br /> the City's guidelines and on further finding that a negative <br /> declaration is appropriate in connection with AP-92-6 (PUD-91-19) <br /> Fred Hempy. <br /> <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Mohr, Scribner, Tarver and Mayor Mercer <br /> NOES: None <br /> ABSENT: Councilmember Butler <br /> ABSTAIN: None <br /> <br /> It was moved by Mr. Tarver, and seconded by Mayor Mercer, <br /> granting the appeal and introducing Ordinance No. 1557, to be read <br /> by title only and waiving further reading thereof, approving AP-92- <br />'6/PUD-91-19, a PUD development plan approval to construct one <br /> single-family home on an approximately 1.25 acre portion of an <br /> approximately 2.40 acre site located at 5336 Foothill Road. Zoning <br /> for the property is PUD (Planned Unit Development) - Low Density <br /> Residential District. <br /> <br /> 4/21/92 7 <br /> <br /> <br />
