165 <br /> <br />Attorney regarding the park rents. He did not agree with the <br />agreement proposed because it only allows him to raise the rents of <br />those who move. He proposed that rents be raised over a four-year <br />period. <br /> <br /> Mr. Roush explained thatMr. Dove did not object to any action <br />on approving the agreement with the other park owners. <br /> <br /> Mr. Tarver asked what would happen if an agreement with Mr. <br />Wagner could not be reached. <br /> <br /> Mr. Roush replied that the 1988 agreement was still in effect <br />and would apply to the Pleasanton Mobile Home Park. The new <br />agreement would supersede the old agreement with respect to the <br />other three park owners. The 1988 agreement would be replaced by <br />an ordinance that imposed rent control on Pleasanton Mobile Home <br />Park if an agreement is not met. <br /> <br /> Mr. Wagner felt that the 1988 agreement expired in December of <br />1991. He felt this was discrimination against him and his park and <br />that this was an unlawful restraint. <br /> <br /> Mr. Butler asked what the point of disagreement was with the <br />1988 agreement. <br /> <br /> Mr. Roush stated that the agreement had somewhat internally <br />inconsistent language. He felt that the agreement expires in <br />December 1992. <br /> <br /> It was agreed by Council to place this item on a future City <br />Council Agenda. <br /> <br /> It was moved by Ms. Mohr, and seconded by Mr. Butler, <br />authorizing the City Manager to sign a Mobilehome Rent <br />Stabilization Agreement in a formas approved by the City Attorney, <br />with Vineyard Mobile Villa, Hacienda Mobile Home Park and Fairview <br />Trailer Park. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mohr, Scribner, Tarver and Mayor <br /> Mercer <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> Council returned to the regular order on the agenda. <br /> <br />Item 12b <br />Ordinance Reqardinq Minors Drinkinq on Private Property (SR92:131) <br /> <br /> Ms. Scribner was concerned with taking action against the <br />parents.
