He wanted to be sure the CVBwas <br /> contributing as much effort toward the funding as the City would <br /> be. He supported the proposal. <br /> <br /> Ms. Scribner supported funding for 1992-93 only. She was <br /> opposed to using City funds to fund a business. She felt that the <br /> hotels and restaurants were receiving the benefits and they should <br /> fund this. If she were to consider funding next year, she would <br /> ask that there be an incentive to the CVB for raising its own <br /> funds. Ms. Scribner stated that there should be goals set and a <br /> method of measuring those results. She suggested a joint task <br /> force be established to investigate private and public funding. <br /> <br /> Mr. Butler supported this budget as well as the 1994-95 budget <br /> but added that there should be a plan to reduce the City funding <br /> except for increases in the TOT. <br /> <br /> It was moved by Mayor Mercer, and seconded by Ms. Mohr, <br /> approving the CVB 1992-93 Budget, asking that the CVB develop <br /> specific goals and a management plan to reduce the City's funding <br /> over a longer time frame, and conceptually supporting the level of <br /> funding at $106,000 in 1993-94. <br /> <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Butler, Mohr, Tarver and Mayor Mercer <br /> NOES: Councilmember Scribner <br /> ABSENT: None <br /> ABSTAIN: None <br /> <br /> Council moved ahead on the agenda to consider Item 13a. <br /> <br /> Item 13a <br /> Approval of Mobile Home Rent Stabilization Aqreement/Ordinance <br /> (SR92:137) <br /> <br /> John (Jack) R. Dove, representative for Vineyard Mobile Villa, <br /> asked that the proposed five-year Agreement be approved. He <br /> explained the process of the negotiations and the five year history <br /> of this project. He indicated that the owner of Pleasanton Mobile <br /> Home Park had refused to sign this agreement unless there was <br /> additional concessions made. Mr. Dove felt that the additional <br /> concessions that were being asked for were not called for. He <br /> asked that Council continue the ordinance to enable staff to <br /> discuss this with the owner of Pleasanton Mobile Home Park. He <br /> also asked that Council prohibit any rent increases at Pleasanton <br /> Mobile Home Park until this dispute was settled. <br /> <br /> Jerry Wagner, owner of the Pleasanton Mobile Home Park, <br /> explained that his rents are the lowest of the mobile home parks. <br /> He had been trying to negotiate with the City Manager and City <br /> <br /> 3/17/92 22 <br /> <br /> <br />
