156 <br /> <br /> Mr. Swift stated that it would be at least a year for final <br /> development to occur. He explained the different projects and <br /> their anticipated timing for construction. <br /> <br /> Mr. Tarver asked if Council could initiate a study on the <br /> entire area instead of parcel by parcel. He asked if staff could <br /> conduct this study in this time frame if Council were to approve <br /> this. <br /> <br /> Mr. Swift indicated that the Lund property would be the only <br /> property that would be able to be completed within that time frame <br /> because it has a specific development plan that had been submitted. <br /> Staff agreed the entire area needed to be studied as a whole. <br /> <br /> Mayor Mercer asked about the School District's request for 85 <br /> lots. <br /> <br /> Mr. Swift indicated that the School District requested to use <br /> two units per gross acre for the entire parcel, no matter what the <br /> designation. If it were limited to 12,000 square foot lots, two <br /> units per acre would still be allowed. The only difficulty would <br /> be the topography of some lots. <br /> <br /> Mr. Tarver asked if the end result would be less than 12,000 <br /> square foot lots. <br /> <br /> Mr. Swift answered no, not if the minimum lot size is 12,000 <br /> square feet. <br /> <br /> Mr. Butler referred to the alignment of the split between <br /> 12,000 and 15,000 square foot and asked if all of the parcels along <br /> the north boundary were included in the numbers given for the <br /> School District. <br /> <br /> Mr. Swift answered that it was easier for the School District <br /> to get 85 lots if it only has to have 15,000 square foot lots along <br /> the north boundary but individual lot plans have not been laid out <br /> as of this time. It is possible that there could be a 13 unit <br /> difference. <br /> <br /> Mr. Butler agreed with the concerns that the existing <br /> residents expressed. He felt that it was the intent to protect the <br /> agricultural areas and was very concerned with this. He believed <br /> that this concern was covered in the study. He explained that <br /> designation of medium density will be established at the zoning <br /> stage of the plan. <br /> <br /> Mr. Tarver asked if a definite number of units in the Specific <br /> Plan could be set. <br /> <br /> 3/17/92 14 <br /> <br /> <br />
