155 <br /> <br />He then referred to the density calculation that effects the <br />General Plan Low Density Residential designation. He asked that <br />the density flexibility be added back to the affected parcels, <br />which would permit the maximum allowance of 13 units. He then <br />referred to an overhead projection. He spoke about the minimum lot <br />size and asked that it be restored to a 12,000 square foot minimum <br />on the interior and 15,000 square foot on the northern boundary. <br />He also asked to re-establish the maximum density of 248 units to <br />be able to afford the required infrastructure.. <br /> <br /> Mr. Dunkley referred to the staff report and asked that <br />paragraph five on page 35 be deleted so that the flexibility could <br />be provided for the smaller parcels. All of these requests had <br />been presented to the Planning staff. The goal was to have a <br />buffer project and to preserve the loop area. He shared the <br />concern with preserving the land. <br /> <br /> Lindsay Rollins, 570 Sycamore Road, was concerned with the <br />large agriculture area to the north being adjacent to the smaller <br />residential lots. <br /> <br /> Mr. Tarver asked if there was a new designation created for <br />the agricultural section of this project or was it just one unit <br />per acre. <br /> <br /> Mr. Swift indicated the General Plan would not be changed to <br />show it as agriculture. Because the Low Density Residential <br />designation of the General Plan goes from 0-2 units per acre, the <br />area will be designated one acre minimum lot size and designated <br />PUD agricultural under the Specific Plan. This would allow the <br />animals to be kept in that area. <br /> <br /> Mayor Mercer asked how the road line could be moved away from <br />Ms. Frost's home. <br /> <br /> Mr. Swift stated that it could be moved anywhere. The reason <br />it is there is because it runs along the Arroyo. If Council chose <br />to have the road moved to another property, it could do so. The <br />staff did not recommend that because of the grading process that <br />would need to done and the requirements for a bridge. The present <br />location is the least visible and requires the least grading. <br /> <br /> Mr. Butler suggested establishing a better alignment for the <br />road. He felt that there should be language in the plan that <br />indicated that a designation for this road would have to be found <br />at a later time. <br /> <br /> Mayor Mercer asked what was the earliest time that this <br />property could be developed and when would a future City Council <br />have to make the decision on the alignment. <br /> <br /> <br />
