154 <br /> <br /> Vic Lund, 1500 Lund Ranch Road, spoke in favor of this <br /> project. He was concerned with traffic circulation in the <br /> southeast area. He indicated that he wrote a letter to Council <br /> regarding this concern in October 1991. Mr. Lund read excerpts <br /> from this letter because he felt that the traffic problem had not <br /> been addressed. This letter explained that there were no access <br /> roads between the different developments in that area and the <br /> traffic problems that will occur if other access were not built. <br /> Mr. Lund asked that it be understood that it is necessary that <br /> there be adequate access to his property. <br /> <br /> Kelly Frost, 990 Sycamore Road, and Elizabeth Daggett, 6034 <br /> Alisal Street, presented a petition signed by the children in the <br /> affected area. Ms. Frost explained her concern with the <br /> interruption that would be caused by the new development. She <br /> indicated that they enjoy the country living. She asked that the <br /> development be stopped so that the environment in that area could <br /> be preserved. Ms. Daggett explained that her family moved to this <br /> area because of the environment. She and her brother are involved <br /> in the 4-H Club and enjoy learning about the animals at her home. <br /> She was also concerned that the environment would be ruined by the <br /> traffic and construction. <br /> <br /> Linda Tinkham, 6409 Alisal, asked what kind of guarantee is <br /> there that the new residents will not complain about the animals. <br /> She shared the concern that she will have to get rid of her animals <br /> because of the new residents. She also agreed that the corridor <br /> road should go through the developers' properties. <br /> <br /> Mayor Mercer asked if the annexation was going to include a <br /> provision that the animals could remain at these properties. <br /> <br /> Mr. Tarvet thought that Ms. Tinkham was concerned with the <br /> affect of those new residents' complaining about the south side <br /> which is not annexed. <br /> <br /> Mr. Swift explained that the plan specifically includes those <br /> kinds of uses and also includes that there be disclosure to those <br /> who move into that area that those uses will be allowed. <br /> <br /> John Moore, of J. Patrick Land, explained that his company <br /> controls several properties southeast of the North Sycamore <br /> Specific Plan. (A letter was given to Council). He emphasized <br /> that they have spent time meeting with the neighbors in that area <br /> and are aware of their concerns. He stated that when their <br /> building process begins they will work with the neighbors that <br /> would be affected. <br /> <br /> Art Dunkley, Castlewood Properties, 239 Main Street, explained <br /> that this project has gone through several processes. It was <br /> important to keep the flexibility that was anticipated from the <br /> beginning and some of the integrity had been lost in the process. <br /> <br /> 3/17/92 12 <br /> <br /> <br />
