154 Vic Lund, 1500 Lund Ranch Road, spoke in favor of this project. He was concerned with traffic circulation in the southeast area. He indicated that he wrote a letter to Council regarding this concern in October 1991. Mr. Lund read excerpts from this letter because he felt that the traffic problem had not been addressed. This letter explained that there were no access roads between the different developments in that area and the traffic problems that will occur if other access were not built. Mr. Lund asked that it be understood that it is necessary that there be adequate access to his property. Kelly Frost, 990 Sycamore Road, and Elizabeth Daggett, 6034 Alisal Street, presented a petition signed by the children in the affected area. Ms. Frost explained her concern with the interruption that would be caused by the new development. She indicated that they enjoy the country living. She asked that the development be stopped so that the environment in that area could be preserved. Ms. Daggett explained that her family moved to this area because of the environment. She and her brother are involved in the 4-H Club and enjoy learning about the animals at her home. She was also concerned that the environment would be ruined by the traffic and construction. Linda Tinkham, 6409 Alisal, asked what kind of guarantee is there that the new residents will not complain about the animals. She shared the concern that she will have to get rid of her animals because of the new residents. She also agreed that the corridor road should go through the developers' properties. Mayor Mercer asked if the annexation was going to include a provision that the animals could remain at these properties. Mr. Tarvet thought that Ms. Tinkham was concerned with the affect of those new residents' complaining about the south side which is not annexed. Mr. Swift explained that the plan specifically includes those kinds of uses and also includes that there be disclosure to those who move into that area that those uses will be allowed. John Moore, of J. Patrick Land, explained that his company controls several properties southeast of the North Sycamore Specific Plan. (A letter was given to Council). He emphasized that they have spent time meeting with the neighbors in that area and are aware of their concerns. He stated that when their building process begins they will work with the neighbors that would be affected. Art Dunkley, Castlewood Properties, 239 Main Street, explained that this project has gone through several processes. It was important to keep the flexibility that was anticipated from the beginning and some of the integrity had been lost in the process. 3/17/92 12
