109

&DDrOVe the Contract with Craia and Faris Reali tO provide snack
bar vendor services for the Pleasanton Sports and Recreation Parks
Softball Complex. (SR92:102)

Ms. Scribner was concerned with adding another snack bar to
the Sports Park. She believed the goal of the Sports Park was to
provide an opportunity to play a variety of sports. She didn't
feel that building a snack bar for one particular group was a
justifiable use of City funds. She suggested that the City operate
the snack bars with a concessionaire. The funds accumulated would
be distributed, in a percentage, to lower the fees of the sports
groups or to and amenities to the park. Another suggestion was to
take the existing snack bars and make the funds available to all of
the groups. She agreed with all other staff recommendations.

Mayor Mercer felt that the organized sports groups have been
extremely cooperative with the City in regards to the snack bars.
He was not concerned with the snack bar program nor with changing
the procedures of running it. He stated that he was familiar with
Craig and Chris Reali and supported item 4i. He did not object to
helping the youth groups by building snack bars because they return
the monies to provide better programs and cut costs that otherwise
would have to be paid by the City.

Mr. Tarver asked if staff knew of any conflicts with-the
groups using the snack bars.

Ms. Bengtson stated that there had not been any major
conflicts. The snack bars are not only used by "primary users" but
in the off season other groups would use them. She reminded the
Council that the groups pay for the utility and dumpster bills for
the snack bars.

Mr. Tarver asked if there had been conflicts over high school
fields and the baseball outfields when they were not being used.

Ms. Bengtson explained that the School District was not
prepared to introduce additional play on their fields. However, it
indicated that it was open to further discussion and if there were
any potential to add lights to the existing fields it would
consider any participation the City could have with it. The
Softball Complex will be used March through November. For the
months of December through March the Complex is closed in order to
allow the field to regenerate and for needed repairs to be made.

Mayor Mercer commented that the City was blessed with the
athletic fields that it has and complimented staff for the work put
into the fields.

3/3/92
7
