108 <br /> <br /> Mr. Figuers stated that that had not been determined as Zone <br /> 7 does not supply this water. <br /> <br /> Ms. Acosta commented on how the City allocated water charges. <br /> She stated that City staff was studying ways to set different rates <br /> based on zones. <br /> <br /> Allocation of Ball Fields at Pleasanton Sports and Recreation Par~ <br /> for 1992 Season and Related Issues (SR92:108) <br /> <br /> John Shepard, Pleasanton Girls Softball, 3453 Isle Royal <br /> Court, and Pat Mitchell, 602 Blossom Court, stated that they agreed <br /> with the Park and Recreation Commission and staff recommendations. <br /> Mr. Shepard gave a slide-show presentation on snack bars. He then <br /> referred to a map of the Sports Park and pointed out the existing <br /> snack bars and the location where the League would like a snack bar <br /> to be placed. He asked that Council accept the staff <br /> recommendations. <br /> <br /> Mr. Butler asked if Mr. Shepard agreed with the staff <br /> recommendation regarding the three fully developed softball fields. <br /> <br /> Mr. Shepard answered yes. <br /> <br /> Gary Smith, 521 San Gabriel Court, Adult Sunday Soccer League, <br /> indicated that he supported the recommendations of the Park and <br /> Recreation Commission. Mr. Smith explained the Adult Sunday Soccer <br /> Program. He believed that the public record did not contain a <br /> detailed justification for expenditure of public funds for the <br /> softball fields. He felt that the City staff should document the <br /> number of fields available and the number of fields needed to serve <br /> the baseball groups. Mr. Smith felt that City staff and the <br /> Commission were discriminating against the Adult Soccer League <br /> because of age. The needs of the League were being met only after <br /> all needs of youth sports were met. <br /> <br /> Mr. Smith continued that the City should fund development of <br /> one or more lighted fields as soon as possible. He pointed out <br /> that the field maintenance needs of the Soccer League were much <br /> less than those of baseball and softball. The adult soccer players <br /> need lighted fields because they practice after work hours, which <br /> at certain times of year is normally dark. He believed that <br /> improvements to the Pleasanton Upper Field deserved the highest <br /> priority. He suggested Amador Community Park and fields 8 or 9 of <br /> the Sports Park to be good choices for additional lighted fields. <br /> <br /> Mr. Smith concluded by requesting Council to support the <br /> project for the Pleasanton Upper Field and for future lighted <br /> fields. <br /> <br /> 3/3/92 <br /> 6 <br /> <br /> <br />
