126 <br /> <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Mohr, Scribner, Tarver and Mayor Mercer <br /> NOES: Councilmember Butler <br /> ABSENT: None <br /> ABSTAIN: None <br /> <br /> Item 8b <br /> Discussion of AB 2307 (Baker) Detachment of City Territor~ <br /> (SR92:107) <br /> <br /> Mayor Mercer asked if a current bill had been given to <br /> Council. <br /> <br /> Ms. Acosta replied that there had been an amendment that had <br /> been requested but that she wasn't certain the amended bill was in <br /> the Council materials. <br /> <br /> Mr. Tarver stated that he had requested that this item be <br /> placed on the agenda in order to get Council's opinion on this <br /> bill. He was opposed to it. As the bill stands, it allows <br /> property owners to detach from the City without the City's <br /> concurrence. He stated that the bill continues to read as it did <br /> he would continue to oppose it. <br /> <br /> It was moved by Mr. Tarver to oppose the bill. <br /> <br /> The motion died for lack of a second. <br /> <br /> Mr. Butler was also opposed to the bill. He was concerned <br /> with the impact on City authority and responsibility for its <br /> borders in general. He wanted the Hayward issue resolved and if <br /> there was a way to do that, then he would not be opposed to it. He <br /> did not support Mr. Tarver's motion but did oppose the bill. <br /> <br /> Ms. Scribner agreed with Mr. Butler's comments. <br /> <br /> It was moved by Ms. Mohr, and seconded by Mr. Butler, to <br /> continue this item until the Council received the bill as amended. <br /> <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Butler, Mohr, Scribner, Tarver and Mayor <br /> Mercer <br /> NOES: None <br /> ABSENT: None <br /> ABSTAIN: None <br /> <br /> Mayor Mercer stated that he had requested that a stop sign be <br /> placed at the corner of Blackbird and Willowten and it had not yet <br /> been placed there. <br /> <br /> 3/3/92 <br /> 24 <br /> <br /> <br />
