He said that he sympathized with the Green <br /> family. <br /> <br /> Mr. Swift explained that the 75 foot setback was the trade off <br />in trying to design this street to avoid a sound wall. The reason <br />for the 75 foot setback for any future house that may front on the <br />street was to get enough distance to reduce noise and to allow the <br />driveway to be large enough for cars to turn around and come out <br />forward out of the driveway. He confirmed that this setback should <br />not effect the Greens until the property was developed. <br /> <br /> Mayor Mercer confirmed with staff that there was no problem <br /> for residents to use the well water. <br /> <br /> The Council present was unanimous the collector street in the <br />Green-Benevides area should be aligned as recommended by the <br />Planning Commission. <br /> <br />EIR <br /> <br /> Mr. Butler felt that the EIR addressed and identified the <br />issues of traffic circulation. It pointed out that mitigation <br />measures were necessary for certain impacts. <br /> <br /> It was moved by Mr. Butler, and seconded by Mr. Tarver, that <br />Resolution No. 92-35 be adopted, certifying the Final Environmental <br />Impact Report for the North Sycamore General Plan Amendment and <br />Specific Plan. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Scribner, Tarver and Mayor Mercer <br />NOES: None <br />ABSENT: None <br />ABSTAIN: Councilmember Mohr <br /> <br /> Council deferred Council action on the General Plan and <br />Specific Plan until March. <br /> <br />2/4/92 <br /> 23 <br /> <br /> <br />
