They should discourage the "short-cutting" <br /> through these neighborhoods. He did not like the idea of isolating <br /> a neighborhood from the rest of the City. He would however, <br /> support having only one connection instead of two and believed <br /> Independence Drive would be the most logical location. <br /> <br /> Ms. Scribner stated that it was not known how this'plan folds <br /> into the entire area; therefore it was difficult to decide where <br /> the locations should be. <br /> <br /> Mayor Mercer stated that the residents of Mission Park have a <br /> lot of traffic in their neighborhoods and when the Lund Ranch II <br /> project is developed they would have even more traffic. He stated <br /> that Council could require the developer to notify the buyers of <br /> what the traffic circulation conditions were. He did not believe <br /> that opening these streets was a logical decision. <br /> <br /> Mr. Butler agreed to add a condition to notify the perspective <br /> buyers of the circulation of traffic in that area. <br /> <br /> Mayor Mercer and Mr. Butler discussed the route the Lund II <br /> residents would use in leaving their neighborhoods and that they <br /> would not need to use any other connection. <br /> <br /> Mr. Butler's primary concern was that there would be some <br /> connection in the eastern end of the Plan area. He wasn't <br /> concerned with have a connection through San Antonio. He stated <br /> that all streets should have pedestrian and emergency access. <br /> <br /> Mayor Mercer asked Mr. Butler if he would agree to making the <br /> road which is to serve Lund Rand II a major thoroughfare. This <br /> could be reflected in the General Plan. <br /> <br /> Mr. Butler answered yes. <br /> <br /> Mr. Tarver asked staff if Council was able to widen that road. <br /> <br /> Mr. Swift replied yes. He explained that the road for Lund II <br /> was stubbed in Ventana Hills, which the road is intended to serve <br /> the Lund II property. He referred to the map and pointed out where <br /> the Lund II access was. Mr. Swift explained that there would be no <br /> chance to connect Lund II to the north and almost no chance to <br /> connect the Ranch to the south due to the topography of the Ridge. <br /> He explained the options to connect Lund Ranch. <br /> <br /> The consensus of the Council present was that San Carlos <br /> Drive, San Antonio Drive, and Independence Drive remain closed to <br /> through traffic, allowing only pedestrian and/or emergency access, <br /> but that depending on the volume of traffic, the Lund II road which <br /> <br /> 2/4/92 <br /> 22 <br /> <br /> <br />
