66 <br /> <br /> Ms. Acosta remarked that if Council were to approve the <br /> staff's proposed interim ordinance, it could increase incentives <br /> for the downtown merchants to expand their buildings. <br /> <br /> Ms. Scribner stated that the Downtown Task Force had been <br /> studying the parking in the downtown. It had come to some <br /> conclusions and would be bringing various proposals to Council in <br /> the next couple of months. The Task Force will be recommending <br /> that all private lots behind the stores be joined together. The <br /> Task Force would like this implemented before the Main Street <br /> renovation starts because the parking on the street will be <br /> eliminated. <br /> <br /> Mr. Tarver asked staff what the in-lieu parking fee was. <br /> <br /> Mr. Swift responded that the amount last charged was $5,000 <br /> per parking space. <br /> <br /> Ms. Acosta stated that the reason this project was brought to <br /> Council 'was that staff needed a policy decision which could be <br /> applied to a number of property owners who wanted to make similar <br /> changes. <br /> <br /> Mayor Mercer felt that all downtown issues should be addressed <br /> when the Downtown Task Force presents its proposal. He was not in <br /> favor of putting an ordinance in effect because of this <br /> application. <br /> <br /> Ms. Scribner explained that the current ordinance requiresMr. <br /> Beratlis to provide the three parking spaces or pay the in-lieu <br /> fee. The Task Force has suggested that Council bypass this <br /> ordinance with an interim ordinance that permits all parking lots <br /> be joined for the duration of the Main Street reconstruction. If <br /> this should happen, Mr. Beratlis would not have to pay the in-lieu <br /> fee until the reconstruction was completed. <br /> <br /> Mr. Beratlis stated he had been sharing his parking lot for <br /> the last 25 years. He agreed on an interim basis to provide for <br /> public parking during the Main Street reconstruction. <br /> <br /> Mr. Butler recalled the Council being strongly in favor of <br /> encouraging desirable businesses downtown; restaurants were always <br /> in that category. He stated that it was appropriate to work with <br /> new businesses on this matter. The issue to be concerned with was <br /> the process during the Main Street reconstruction. <br /> <br /> It was moved by Mr. Butler, and seconded by Ms. Mohr, that <br /> Resolution No. 92-34 be adopted, upholding the appeal of a <br /> condition of approval of the Design Review Board, thereby allowing <br /> the construction of a 542 sq. ft. single-story addition to an <br /> existing 925 sq. ft. one-story building, the addition of neon signs <br /> <br /> 2/4/92 <br /> 12 <br /> <br /> <br />
