Mr. Mix <br />stated that this area was designed as a large buffer between urban <br />and rural uses. The project addresses significant flooding <br />problems and resolves health problems by providing City water and <br />sewer service to that area. The primary goal of this plan has <br />always been to protect the rural atmosphere on Sycamore, Alisal, <br />and Happy Valley Roads. He pointed out the project did not depend <br />on the street connections of Independence Drive and San Antonio <br />Drive.
