Angela, referred to the staff report on
Item 4d and asked what was done about the conservation in the month
of March because it rained all month and yet the consumption was
low.

Mr. Elliott responded that the City's conservation program
didn't come into effect until May. He stated that while there was
a lot of rain during the month of March, the City was not involved
in a conservation program.

Ms. Acosta added that before the City entered this program, a
voluntary program would be lucky to get 15% overall. The community
has been able to sustain approximately 20% on an annual basis.

Mr. Tarver asked if the 25% levels resulted from educating the
community of conservation?

Mr. Elliott answered that he felt there was some relationship.

The roll call vote was as follows:
AYES: Councilmembers Mohr, Scribner, Tarver and Mayor Mercer
NOES: Councilmember Tarver, Item 4g
ABSENT: Councilmember Butler
ABSTAIN: None

1/21/92
3
