34 <br /> <br /> The Government Code requires that each city adopt in its General <br /> Plan certain amendments to its Housing Element which address the <br /> issue of affordable housing. He referred any questions that <br /> Council had to Mr. Mandell. <br /> <br /> Richard Mandell, California Housing Partnership, stated that <br /> in the inventory for the City of Pleasanton there are 11 projects <br /> financed with tax exempt bonds of which 20% of the units in these <br /> projects are affordable to tenants earning less than 80% of the <br /> area median income. In the next ten years those contracts or <br /> requlatory agreements, binding the owners to rent those units to <br /> low income tenants, will expire. There are certain techniques <br /> that the City could use to try to lengthen the amount of time that <br /> those units remain affordable. In addition, there are two projects <br /> that are HUD subsidized. One is non-profit and not at risk. <br /> Pleasanton Greens, which has 131 units, is at risk. It is covered <br /> by a new federal law which protects housing from conversion in most <br /> cases, but it does leave loopholes open. It also encourages the <br /> tenants to buy the project or for non-profits to step in. His <br /> group is providing assistance to the County and the Housing Council <br /> on this issue and making its services available to the cities of <br /> Alameda County. <br /> <br /> a. Adopt Ordinance 1540, approving the. application of A1 <br /> Hoyt/John Nakamura (Val Strough Auto Village) for a major <br /> modification to an approved planned unit development as <br /> filed under Case PUD-85-02-02D-02M. <br /> <br /> c. Adopt Ordinance 1541, approving the application of John <br /> Cerruti for rezoning and development plan approval as <br /> filed under case PUD-91-12. <br /> <br /> d. Accept report on Water Conservation for the month of <br /> December, 1991. (IR92:04) <br /> <br /> e. Approve contract with RCB Services for blood evidence <br /> withdrawals. (SR92:34) <br /> <br /> f. This item was continued to February 4, 1992. <br /> <br /> g. Adopt Resolution No. 92-20, approving the request for a <br /> two year extension of sewer permits for Delta Properties, <br /> subject to payment of demand charges of $9,196 for 1991 <br /> and continued payments of such charges until permits are <br /> used. (SR92:48) <br /> <br /> h. Adopt Resolution No. 92-21, permitting the City of <br /> Pleasanton to join the Amicus Curiae participation in <br /> Lucas v. South Carolina Coastal Commission.
