185

Mr. Butler added that this designation is also provides that
new construction meet the City's other requirements, such as
access, etc.

Ms. Mohr asked what Measure M does to prevent another "Hayward
Hotel" being approved in the City of Hayward or in the County.

Mr. Swift stated that if something were to built in the
County, Measure M would not be able to do anything to prevent it.

8, MATTERS INITIATED BY COUNCILMEMBERS

Item 8a
Consideration of Stop Signs at Muirwood and Forest Hill Drives
(SR92:332)

Carla Rueff, 5179 Muirwood Drive, spoke in favor of placing
stop signs at the intersection of Muirwood and Forest Hill Drive.
She explained that she was concerned with this intersection since
she had moved to the neighborhood four years ago. She reiterated
the traffic count for that intersection. Ms. Rueff cited an
accident on that corner when a car drove through the front yard of
a residence there.

Jan Salbu, 5207 Muirwood Drive, was not opposed to placing a
stop sign at this location but felt that a sign was not the answer
· to the problem. He believed that the area needed more police
enforcement.

Kim Water, 7850 Flagstone Drive, expressed her support for the
staff recommendation to place a stop sign on Forest Hill Drive and
not on Muirwood. She believed that a stop sign on Muirwood would
only create a nuisance. She did agree that there was a lot of
traffic on Muirwood Drive but felt that a stop sign would create
more of a nuisance than to help.

Mayor Mercer asked if these streets were routinely patrolled
by the police.

Mr. van Gelder stated that the enforcement issue was discussed
at the Staff Traffic Committee and the police agreed to put this
area on routine enforcement.

Ms. Mohr asked if the sign that is used to register speed
would help.

Mr. van Gelder said that he would suggest that the sign be
used.

8/18/92 ?
