He asked Mr. Swift when did that limit get changed. <br /> <br /> Mr. Swift responded that at the time of the last General Plan <br /> review, the recommendation from the Residential Review Committee <br /> and Planning Commission was to have a designation called "Public, <br /> Health and Safety" for the area above the 670' elevation. The area <br /> below that would be Rural Density Residential or Low Density <br /> Residential until Foothill Road is reached. The Council, instead, <br /> place the bulk of the area above the 670 foot elevation into a <br /> Study District and directed staff to do a future study of the area. <br /> The Study District essentially established status quo over that <br /> area. Measure M changed the Study Area designation to a Public, <br /> Health and Safety designation until such time as the General Plan <br /> is changed by a vote of the people. The interim rules are the <br /> Measure M rules and they establish that one house per lot of record <br /> could be constructed in this area. <br /> <br /> Ms. Mohr commented that when the property is outside the City <br /> limits the County would have to choose if it wanted to enforce the <br /> City of Pleasanton's 670 foot limit. <br /> <br /> Mr. Swift agreed. He explained that this was an application <br /> in the County and is a County referral. The letter that staff <br /> drafted to the County indicated what the City's General Plan rules <br /> and regulations should be on the property. The City General Plan <br /> would read, if this property were in the City, that this property <br /> would be allowed one house until such time as the planning study is <br /> called for under Measure M and the vote under Measure M takes place <br /> to establish a new General Plan designation. <br /> <br /> 8/18/92 6 <br /> <br /> <br />
