183 <br /> <br /> Ms. Mohr explained that those people who only put one bag of <br /> garbage in a 90-gallon can should not have to pay the same amount <br /> as those who overflow the 90-gallon can. She felt by phasing in <br /> the 60-gallon cans, people will be more waste conscious. <br /> <br /> Mayor Mercer said that instead of changing to 90-gallon cans, <br /> Council should have required 30-gallon cans. Then people would be <br /> forced to recycle because there would not be enough room for all <br /> disposals in one can. <br /> <br /> Mr. Tarvet said that people have to get wiser in their <br /> shopping habits and not buy products with excessive packaging. Mr. <br /> Tarver believed that continuing the use of 90-gallon cans does not <br /> encourage citizens to reduce the waste stream. <br /> <br /> Mr. Butler disagreed. He stated that there is far more then <br />packaging that goes into household garbage. It depends on the size <br />of households. <br /> <br /> Mayor Mercer stated that nothing motivates people to throw <br />garbage away. The City's recycling program is set up so that if <br />one did not want to separate recyclable products from non- <br />recyclables the person does not have to. <br /> <br /> It was moved by Ms. Mohr, and seconded by Mar. Tarver, that <br />Resolution No. 92-164 be adopted, approving an amendment to the <br />refuse collection rates, rescinding the fee schedules set forth in <br />Resolution No. 92-26, and establishing revised fixed and uniform <br />refuse collection rates for the City of Pleasanton. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mohr, Tarvet and Mayor Mercer <br />NOES: None <br />ABSENT: Councilmember Scribner <br />ABSTAIN: None <br /> <br />Item 6b <br />Referral from the Zoninq Administrator <br />Determination by the City Council as to the conformity of the water <br />diversion and storage proposed bV Mannie Joel/Martha Greist with <br />the Homes/Garms Ranch PUD-Sg-13 (4440 Foothill Road}.
