189 <br /> <br /> Committee be appointed. Mr. Toothaker was in Florida from February <br /> to December of 1988. When he returned he was told that Mayor <br /> Mercer recommended that this ordinance not be passed at that time <br /> because the Committee should work. The residents have asked that <br /> the capital improvements charge be rescinded several times, but <br /> they never have been. He asked that Council act in good faith to <br /> see that the citizens are treated the way they should be. <br /> <br /> Mayor Mercer explained that City Council at that time was <br />concerned with having a rent stabilization ordinance. He <br />understood that the owners of the mobile home parks would abide by <br />the agreement which is the same as a rent stabilization ordinance. <br />If not, the City Council would have the right to put a rent <br />stabilization ordinance into effect. He did not recall receiving <br />a letter in 1989. Mayor Mercer explained that City Council has <br />agreed if there are three or four votes, to pay for the study <br />necessary to put the rent stabilization ordinance into effect. <br /> <br /> Mr. Toothaker responded that it was "too little too late" to <br />help the seniors of Pleasanton Mobile Home Park. <br /> <br /> Mayor Mercer 'said that may be, but at the time this in 1988 <br />when the agreement was considered Council was led to believe that <br />everyone would sign the agreement. <br /> <br /> Mr. Butler asked if Mr. Toothaker wanted Council to take this <br />action or not. <br /> <br /> Mr. Toothaker stated that he appeared this evening to support <br />the members of the Pleasanton Mobile Home Park. <br /> <br /> Mayor Mercer believed that the basic question is not whether <br />the citizens are paying too much rent, but whether Council wants a <br />rent stabilization ordinance. <br /> <br /> Mr. Toothaker stated that he wanted the City to look at the <br />capital improvements charges that had been forced upon these owners <br />and senior citizens ($20 per month). He did not believe that the <br />improvement fees should have been included. <br /> <br /> Mayor Mercer stated that he did not object to accepting <br />responsibility for things that he had done, but that Mr. Toothaker <br />should understand that Mayor cannot do things on his own; it was a <br />Council decision. <br /> <br /> Mr. Toothaker stated that Mr. Ozbirn would not sign the <br />Agreement and approached Council directly. He understood that it <br />was Mayor Mercer's suggestion to modify the Agreement. Mr. <br />Toothaker was in favor of a rent stabilization ordinance. <br /> <br />8/18/92 11 <br /> <br /> <br />
