She said that a lot of the elderly ~" <br /> were paying up to half of their fixed income for rent and she was <br /> very concerned with this. <br /> <br /> Mayor Mercer stated that is why the staff recommended that a <br /> study be conducted. <br /> <br /> Robert Bird stated that his mother, who lives in the Park, <br /> would be one of those elderly that would be greatly affected by a <br /> rate increase. He explained that his mother's mobile home would <br /> definitely be one of the homes that would be unable to be moved. <br /> He stated that she has enjoyed living independently, but if the <br /> rates increased she would be unable to do so. <br /> <br /> Milan Dobro, volunteer Regional Manager for the Golden State <br /> Mobile Home Owners League, explained that his interest in this <br /> matter is why he was motivated to take the time to visit different <br /> areas in support of people who need help from exploitation. He <br /> stated that a park owner rents out a vacant pad of dirt with no <br /> landscaping or driveways. Previously, these park owners obtained <br /> permits to give the citizens of this City a low cost housing <br /> alternative. He believed that the senior citizens were persuaded <br /> to invest in their own homes so that their rents would be low <br /> enough in order to exist on their social security. Some of the <br /> park owners became greedy and raised the rents. Since the park .... <br /> owner was not responsible for the maintenance of these homes, the <br /> owners net profit exceeded forty percent (40%) of the rent income. <br /> He then explained the surrounding cities' rent ordinances and <br /> stated that this City should adopt a similar ordinance to protect <br /> the residents. <br /> <br /> Ron Toothaker, 4202 Stanley Boulevard #24, stated that Mayor <br /> Mercer was the person who was involved in this matter from four <br /> years ago. He explained that he and Leo Heckathorn worked many <br /> hours on this ordinance but felt that they were "sold out" by the <br /> mayor. Because Mr. Ozbirn would not sign the agreement, they asked <br /> the then City Attorney to withhold their rents. Peter MacDonald, <br /> the previous City Attorney, promised them that it would be signed <br /> by the following month; it never was. He believed that Mayor <br /> Mercer was responsible for seeing that this agreement was put in <br /> effect. He said that the residents are faced with undue rents that <br /> could have been prevented five years ago. Mr. Tootbaker indicated <br /> that The City Attorney had his letter datedApril 3, 1989 regarding <br /> this matter. <br /> <br /> Mayor Mercer asked if it were expected that the Mayor passes <br /> a rent stabilization ordinance by himself. <br /> <br /> Mr. Toothaker said no. He explained that a proposed City <br /> ordinance was presented to the City of Pleasanton five years ago. <br /> It was suggested by the park owners that a Rent Stabilization <br /> <br /> 8/18/92 10 <br /> <br /> <br />
