172 <br /> <br /> She disagreed that high school students would not use this <br /> neighborhood for an access or by-pass. She was concerned with the -- <br /> noise that would be created as well as the pollution. <br /> <br /> Darryl Mollens stated his wife and his neighbor surveyed 208 <br /> of the 416 in the neighborhood regarding this matter. He indicated <br /> that 30% of the neighbors were on vacation. He asked that should <br /> this matter come before Council again, it not be heard during the <br /> month of August because many people are vacationing. He read the <br /> following results from the survey: 12 wanted the wall removed; and <br /> 134 wanted the wall to remain in place and 67 of the 186 residents <br /> of Amador Estates wanted the wall to stay. (A petition was <br /> presented to Council). Mr. Mollens was concerned with high school <br /> students using the neighborhood streets toby-pass the Black Avenue <br /> and Santa Rita Road intersection if the wall was removed. He <br /> stated that police enforcement would also have to increase. He <br /> concluded by asking what the rules of government were regarding how <br /> many times this matter could considered by Council. <br /> <br /> Mayor Mercer responded that this matter was heard before <br /> Council in 1988. There is a policy among the Councilmembers that <br /> if a Councilmember elects to review an issue such as this the <br /> Councilmember can request to do so and ask to have it agendized. <br /> He further explained that this issue was not primarily brought up <br /> by Mr. Butler. It was the neighbors on the other side of Kolln <br /> that requested this and Mr. Butler agreed. <br /> <br /> Alfred Mitchell, 4212 Jensen Street, referred to the staff <br /> report and stated that he disagreed with some of the statements <br /> made. Valley Avenue east of Santa Rita Road was a private road <br /> used by Kaiser Sand and Gravel Company and was not available for <br /> public use prior to it becoming a public street. Reference to an <br /> original closure with regard to the Kolln Street termination a <br /> Valley Avenue may be misleading. He explained the history of the <br /> streets and their uses. Mr. Mitchell questioned the traffic count <br /> of the survey taken by staff. He disagreed that the access from <br /> Valley to Santa Rita is easier now than in the past. Mr. Mitchell <br /> agreed with the visibility problem of the wall opening, but <br /> suggested redesign rather than removal. He further indicated <br /> Alisal should allow rear drop off independent of opening Kolln. <br /> was not in favor of removing the wall and asked that Council <br /> consider his comments. <br /> <br /> Raymond Brown, 1486 Kolln Street, admitted that he owned the <br /> boat that is parked in the street. He stated that he would remove <br /> the boat as soon as possible. He said that he has been renting a <br /> house next to the barrier for the past two years and was opposed to <br /> removing the wall. He was concerned with the traffic increase that <br /> would be caused as well as the safety. Mr. Brown believed that if <br /> the wall was a such a problem for emergency services it would have <br /> already been removed. <br /> <br /> 8/4/92 14 <br /> <br /> <br />
