173 <br /> <br /> Don Gardner, 4030 School Street, believed that if the wall <br /> were removed it would cause a serious traffic problem. He <br /> described the layout of the streets and how dangerous some of the <br /> turns were. He was aware of a few serious accidents in this area <br /> and again expressed his concern if the street is used as a <br /> shortcut. <br /> <br /> Joan Irving, 4047 Graham Street, spoke with concern about the <br /> traffic situation that would be created should the wall be removed <br /> and the safety of the children. <br /> <br /> Diane McDonald, 1211 Kolln Street, explained that her children <br />ride their bikes in the neighborhood, but would be unable to do so <br />if the wall was removed. She asked that Council not allow the wall <br />to be removed. <br /> <br /> Ray Guy, 1419 Kolln, pointed out that the City recently <br />repaved the streets in this area. He stated that the streets <br />would wear out even sooner than anticipated if the wall was removed <br />because of the increase in traffic. Mr. Guy indicated that these <br />are narrow residential streets and that with the increase of <br />traffic and parked cars, it would be more dangerous for children <br />riding bikes in the neighborhood. He suggested that parents drive <br />to the back of Alisal School to relieve some of the traffic from <br />the front when picking up or dropping off their children. <br /> <br /> Jess Aphabaca felt that this matter was decided four years <br />ago. He said that at that time Council pointed out that it would <br />cost $100,000 to remove the wall and improve the lights. He <br />believed that the City should spend its money elsewhere. <br /> <br /> Gary Schwagearle, 189 W. Angela Street, spoke in opposition to <br />removing the wall. He believed that the property value of the <br />homes in the neighborhood will decrease if the wall was removed and <br />the traffic increases. <br /> <br /> Leslie Prudough, 4024 Sid Way, indicated that her family moved <br />to this area two months ago because of the way the neighborhood was <br />layed out with no busy street. She believes the neighborhood has <br />evolved into a nice place because of the wall. <br /> <br /> John McCullough, 811 Division Street, stated that he recently <br />purchased the house at 1473 Kolln Street with the understanding <br />that the wall would remain in place. He believed that the <br />neighborhood could not be designed any more conducive to the safety <br />of children (i.e. crime and traffic). He stated that the rear <br />access to Alisal School should stay pedestrian oriented. He said <br />that the concern of emergency access was valid. He understood that <br />if the wall were removed it would be another access for the fire <br />department to use. Mr. McCullough stated the removal of the wall <br />would create a severe impact on the homes at the north end of Kolln <br />and increase the traffic count from 40 or 50 to 900 vehicles a day. <br /> <br />8/4/92 15 <br /> <br /> <br />
