150

It was moved by Mr. Butler, and seconded by Ms. Mohr, that
Ordinance No. 1574 be introduced, to be read by title only and
waiving further reading thereof, approving an amendment to Chapter
18,100 of the Municipal Code to allow the temporary use banners for
Religious Institutions.

The roll call vote was as follows:
AYES: Councilmembers Butler, Mohr, Tarver and Mayor Mercer
NOES: None
ABSENT: Councilmember Scribner
ABSTAIN: None

7. SPECIAL AND INFORMATION REPORTS

Item 7a
Actions of the Zoning Administrator, Design Review Board, and
Flanninq Commission (IR92:54)

No action was required or taken by the Council on this item.

Item 7b
ReView of Pleasanton Position on Highway 84 Toll Way (SR92:299)

Mr. Tarver asked if the Tri-Valley Transportation Council had
taken a position on this item. He wanted the opportunity to review
what Livermore had put together and also meet with the Tri-Valley
Council regarding its position on this matter.

Ms. Mohr agreed. She asked Mr. van Gelder if he recalled any
discussion regarding the position of the Tri-Valley Council.

Mr. van Gelder answered that he did recall peripheral
discussions but there was no position ever taken.

Mayor Mercer asked if there was any consideration given to
whether Route 84 would be built or not.

John Stein, Livermore Councilmember, responded that
Livermore's goal was to have a public roadway. But the franchise
agreement that Cal Trans has signed concerning the mid state toll
road would prohibit that. The position of the public that spoke to
Livermore's Council was that they would prefer that Route 84 be a
public road built with public funds.

Council agreed to continue this item to the 8/4/92 City
Council meeting per the request of Livermore's Mayor, Cathie Brown.

Item 7c
Quarterly Claims/Litigation Report - 4/1/92 to 6/30/92 (IR92:56)

No action was required or taken by the Council on this item.

7/21/92 8
