PUBLIC HEARINGS <br /> <br /> ~tem 6a <br />PUD-SS-10-1M Hopyard Villaqe Center/Portfolio Property Investors <br />Application for a maior modification to an approved Planned Uni~ <br />Development to delete two reeuirements: 1) limitinu the floor area <br />Ut$1ized bv hiqh-parkina demand tenants to no more than 21,335 <br />ft.; and 2) limitinq the hours of use and requirin~ ~atin~ for a <br />portion of the parkinq area at Hopyard Villaae Center, an existing <br />shoDPing center located at 3003-3059 Hopyard Road and 5725-5737 <br />Valley Avenue. Zonin~ for the property is PUD (Planned Unit <br />Development) - Commercial District. (SR92:281) <br /> <br /> Mr. Mercer declared the public hearing open on the <br />application. <br /> <br /> Marsha Classen represented Centers Business Management, who as <br />of July 1, 1992 were the new acting property managers. She <br />explained that she agreed to work with staff regarding the parking <br />criteria for new tenants. She stated that the chain linked fence <br />had been creating problems. She explained that the tenants whose <br />businesses do not close until after 9:00 p.m. were having to walk <br />around the buildings in the dark. Ms. Classen pointed cut that <br />juveniles are the problem in the back area and that she has been <br />trying to monitor that area to alleviate this. She explained that <br />they were trying to lease the spaces in the center but because that <br />parking area was closed at such an early time it was difficult. <br />She questioned the liability and safety of having the chained <br />fence. She asked that the gate and chain be removed. <br /> <br /> Dennis Gade, 2778 Longspur Way, was opposed to removing the <br />chained fence. He explained that the surrounding homeowners had <br />negotiated with the property owners of the plaza. An agreement had <br />been reached that the neighbors wouldn't oppose the expansion of <br />the center with the understanding that this area would be closed <br />with restricted access. The reason to close this area was to <br />create a buffer between the center and the residents. The only <br />consistent problem that presently affects the residents was the <br />Poppy Lounge leaving its back door open. He believed that the <br />chained fence was rarely locked. He felt that the fence did work <br />to alleviate the previous problems. He urged Council to deny the <br />request for removing the fence. <br /> <br /> Joann Gade, 2778 Longspur Way, stated that there are signs <br />posted around the restricted parking area and that the new tenants <br />should have acknowledged that before taking their space. <br /> <br /> Nancy Pozzebon, 2808 Longspur Way, asked that the chained <br />fence remain in place. She would like to see the area better <br />patrolled for the safety of the residents. <br /> <br />7/7/92 5 <br /> <br /> <br />
