135

Bruce Shayne, 4161 Rennellwood, spoke in favor of placing stop
signs be placed in three directions, off of Morganfield and both
sides of Kolln. He explained that he and his wife had almost been
hit by speeding vehicles on several occasions. He stated that he
had called the police several times but was not able to call
everytime an incident occurred. He was concerned with the area by
the park because of the children or elderly persons crossing.

Katheryn LaGrange, 3833 Kamp Drive, admitted using Kolln
.Street as a thorough-faire. She agreed that there should be stop
signs placed on the street because the commute hour traffic as well
as the speed of vehicles at all times of the day. She also
~ expressed the same type of concern regarding Kamp Drive. She
Q9 believed that street also needed stop signs for similar reasons.
Q9 Melvin Everton, Hayford Court, expressed his concern with the
< speed on the listed streets. He requested a stop sign be placed at
Z Morganfield/Kolln. He indicated that he and his son witnessed a
fatal accident and several near fatal accidents on this street.

Lauren Bengtson, 4094 Blacow Street, indicated that he used
~hese streets frequently and disagreed that stop signs would
eliminate the traffic and the speed of the flow of traffic. He
said that it could create even more of a problem. He described
different routes that he had driven through the neighborhood. Mr.
Bengtson agreed that traffic moved too fast on Kolln Street but did
not believe that stop signs were the answer. Instead, Mr.
Bengtson felt that more enforcement by the police was needed.

Susan Bengtson, 4094 Blacow Street, agreed with her husband's
comments. She did not realize that there was as much of a problem
as stated with pedestrians crossing the street. She suggested
placing a cross walk in front of the park but not include a stop
sign.

Mr. Masten agreed with placing cross walks in front of the
park. He reiterated the reasons for requesting the stop signs and
asked for approval.

Mr. Butler was opposed to placing a stop sign at the corner of
Mohr and Kolln. He believed that the left turn lane that turns
onto Santa Rita from Valley Avenue needed to be expanded. Mr.
Butler felt that placing stop signs on Kolln would only add to the
problem of people using this area as a thorough-faire and speeding.

It was moved by Mr. Butler, to deny the request for stop signs
on Morganfield/Kolln and Mohr/Kolln.

The motion died for lack of a second.

7/7/92 17
