136 <br /> <br /> Ms. Mohr agreed that there was not a need for a stop sign on <br /> Mohr and Kolln. She stated that most of those who speed in that <br /> area were those living in that area. Ms. Mohr asked staff what the <br /> results of the traffic reports were. <br /> <br /> Mr. van Gelder explained that the use of the radar screen had <br /> been very helpful. The majority of the tickets were given to those <br /> living in that area. He explained why staff opposed placing these <br /> stop signs at the requested area. Mr. van Gelder pointed out that <br /> Council in the Capital Improvement Plan approved the use of NPID <br /> money to improve the left turn turning on Santa Rita. The <br /> improvements are expected to be complete within 2-3 years. <br /> <br /> Ms. Scribner supported placing a stop sign at Morganfield and <br /> Kolln Street. <br /> <br /> Mayor Mercer stated that the traffic department includingMr. <br /> van Gelder does an excellent job for the City. Mr. van Gelder's <br /> recommendation came from an Engineer's stand point. He supported <br /> placing the stop signs in the neighborhood if the neighbors asked <br /> for them. He was concerned with children crossing the street and <br /> felt a stop sign on Morganfield and Kolln would help the children <br /> to cross to go to the park. <br /> <br /> It was moved by Ms. Mohr, and seconded by Mayor Mercer, to <br /> adopt Resolution No. 92-143, approving a stop sign at Morganfield <br /> and Kolln Street and deny the request for a stop sign at Mohr and <br /> Kolln. <br /> <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Butler, Mohr, Scribner and Mayor Mercer <br /> NOES: None <br /> ABSENT: Councilmember Tarver <br /> ABSTAIN: None <br /> <br /> Ms. LaGrange brought to the Council's attention a similar <br /> problem on Kamp Drive regarding the high speed of vehicles etc. <br /> <br /> Mayor Mercer suggested that Ms. LaGrange talk with Mr. van <br /> Gelder and bring the item to the Traffic Committee. If she did not <br /> agree with the decision at that time it would then .be heard by <br /> Council. <br /> <br /> Item 8c <br /> Report on Formation andApproval of Membership Economic Development <br /> Committee (SR92:292) <br /> <br /> Mayor Mercer presented his list of the chosen members of the <br /> Committee.
