61 <br /> <br />There would be no reason to straighten the road out if traffic was <br />to be slowed down. She believed that Main Street should not be <br />planned as a thoroughfare. <br /> <br /> It was moved by Ms. Mohr, and secondedbyMr. Tarver, to 1) <br />retain the Ray Street/St. John Street realignment in the plan as a <br />future option; 2) retain the Railroad Street Extension in the plan <br />as a future option; 3) refer the issue of reinstituting two-way <br />traffic on Spring Street and Division Street to staff for further <br />study; and 4) approve the Main Street construction schedule and the <br />concept of the interim parking lot consolidation plan. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers Mohr, Scribner, Vice Mayor Tarver <br />NOES: None <br />ABSENT: None <br />ABSTAIN: Mayor Mercer and Councilmember Butler <br /> <br /> It was moved by Ms. Mohr to approve the Downtown Task Force <br />recommendation for lane and driveway changes at the Ray Street/St. <br />John Street intersection with Main Street and deny a trial period <br />with blinking red lights at Rose Avenue/Neal Street intersection <br />with Main Street. Motion died for a lack of a second. <br /> <br /> Ms. Mohr stated that she did not have any questions regarding <br />number five of the staff recommendations. She said that the <br />traffic signal should remain as is and objected to a trial period <br />of blinking red lights. She stated that in the future with the <br />other changes to made, it may be an issue and in that case it could <br />be amended with little inconvenience. <br /> <br /> Mr. Tarver supported the blinking signal at Rose Avenue on a <br />trial basis because it would slow traffic down on Main Street. <br /> <br /> It was moved by Ms. Mohr, and seconded by Ms. Scribner, to <br />approve the Downtown Task Force recommendation for lane and <br />driveway changes at the Ray Street/St. John Street intersection <br />with Main Street. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers Mohr, Scribner, and Vice Mayor Tarver <br />NOES: None <br />ABSENT: None <br />ABSTAIN: Mayor Mercer and Councilmember Butler <br /> <br />6/2/92 ? <br /> <br /> <br />
