60 <br /> <br /> Mr. MacDonald stated that the Chamber of Commerce was opposed <br /> to diagonal parking and strongly recommended proper irrigation to <br /> the trees, if planted. <br /> <br /> There being no further testimony, Vice Mayor Tarvet <br /> declared the public hearing closed. <br /> <br /> Bill Eastman, Chief of Police addressed the issue of diagonal <br /> parking. He pointed out that in the past Main Street had the <br /> highest number of collisions and injury rate per mile than any <br /> other street in Pleasanton. Through engineering, policing, and <br /> Council decisions, the rate had dropped considerably through out <br /> Pleasanton. He indicated that the thoroughfare of Main Street <br /> serves Pleasanton, not only downtown. The Police Department was <br /> strongly opposed to diagonal parking. He explained that this type <br /> of parking was easy to park into but harder to get out of. Chief <br /> Eastman referred to staff report items 7, 8, and 9. He stated that <br /> the Police Department was opposed to item 7 list and agreed with <br /> item 8 list with certain precautions. <br /> <br /> Ms. Scribner stated that the Task Force visited other cities <br /> to study the issues that made their downtowns work. All of the <br /> downtowns that were successful had angled parking. The Task Force <br /> came to the idea of the flexible zone because it liked diagonal <br /> parking and wanted outdoor dining as well. She liked the option <br /> of having outdoor dining whether it was used or not. She stated <br /> that the Task Force's main concern was consideration of people and <br /> cars were secondary. She recommended Option B-C because she felt <br /> that it was a good compromise. <br /> <br /> It was moved by Ms. Scribner to adopt Option B/C. The motion <br /> died for lack of a second. <br /> <br /> Ms. Mohr commented that Council had read the TJKMreports and <br /> were told that without an alternative north/south route, Main <br /> Street would remain a thoroughfare. Although she agreed with Ms. <br /> Scribner's suggestion, she felt that she could not support it at <br /> this time. She was aware that retaining the two-way traffic on <br /> Spring and Division Street would reduce a few parking spaces but <br /> believed the shared parking that would be coming with the <br /> reconstruction should resolve that problem. She felt that the <br /> construction of Main Street needed to get started. <br /> <br /> Mr. Tarvet supported retaining the options for Ray and St. <br /> John realignment but was not in favor of moving in that direction <br /> unless it was absolutely necessary. He supported getting the <br /> construction of Main Street started. <br /> <br /> Ms. Scribner felt that retaining the Ray Street/St. John <br /> Street realignment in the plans for future option should be a low <br /> priority. <br /> <br /> 6/2/92 6 <br /> <br /> <br />
