57 <br /> <br />Option B is to take the flexible zone and apply to this whole area; <br />this was the Task Force's recommendation. The Option that staff <br />recommends would only include West Angela to Old Bernal. <br /> <br /> Pat Lane, Executive Director of Pleasanton Downtown <br />Association (PDA), 603 Main Street, explained what the <br />Association's position was on several of the recommendations made <br />by the Task Force. She stated that PDA had never been in favor of <br />having flexible zones, trees planted in the streets, changing the <br />light fixtures, or minimizing curb cuts. The PDA also did not feel <br />that diagonal parking was appropriate. It was in favor of wider <br />sidewalks. The PDA urged Council to consider ~he impact that could <br />be made on the businesses of downtown. <br /> <br /> Mr. Tarver asked Ms. Lane if there had ever been a request <br />made from the PDA regarding diagonal parking. <br /> <br /> Ms. Lane did not believe so. <br /> <br /> Ms. Scribner asked Ms. Lane to explain what led to the PDA's <br />recommendations against the flexible zone and other issues. <br /> <br /> Ms. Lane explained that flexible zoning looks messy. She <br />believed that wider sidewalks give a more uniform look. <br /> <br /> Jean Kanter, Downtown Task Force Representative, was strongly <br />in favor of the flexible zone. She felt that it gives the <br />opportunity to revitalize the downtown into something the citizens <br />could be proud of. She objected to creating wider sidewalks <br />(Option D) because it does not allow the flexibility. Ms. Kanter <br />urged Council to consider the flexible zone. <br /> <br /> Joyce Getty, 925 Kottinger Drive, explained that she had <br />served in different capacities for the downtown in the last 26 <br />years. She originally suggested wider sidewalks (Option D) at the <br />Planning Commission when discussion was first taking place. She <br />believed the downtown area had never been seen as a consistent <br />piece of development. She said that too much emphasis was being <br />placed on restaurant use and indicated that wider sidewalks would <br />allow more use by all types of businesses. Ms. Getty believed the <br />temporary consolidation of the parking lots during the construction <br />phase will be an eye opener to the property owners and hoped that <br />the owners would find they all would benefit by sharing lots. She <br />concluded that redevelopment should be done now to bring a visual <br />support from everybody involved in this process. She urged Council <br />to support Option D. <br /> <br /> A1 Bronzini, 719 Main Street, expressed his appreciation to <br />the Task Force, Council, Commissioners, staff, and all others <br />involved in this process. He asked for Council's support for <br />Option D. He agreed with most of the recommendations listed in the <br />staff report.
