MATTERS CONTINUED FOR DECISION <br /> <br />Item 10a <br />Policies for Open Space (SR92:179) <br /> <br /> Scott Shaull, Westbrook Housing Group, indicated his concern <br />that the Kottinger Ranch Homeowners Association be involved in any <br />decision regarding open space in Tract 6033. <br /> <br /> Mr. Woody Pereira, 43 Golf Road, Pleasanton, recommended <br />Council adopt the revised staff report policy dated May 19, 1992, <br />as opposed to the original report dated May 5th. <br /> <br /> Mr. Jack Hovingh, 4250 Muirwood Drive, addressed Council as an <br />individual. He urged Council to provide that the City maintains <br />landscape in areas between soundwalls and public streets because <br />this area is part of the city streetscape. This would also ensure <br />uniform quality. <br /> <br /> Mr. Butler agreed that the City should maintain landscaping in <br />the public right-of-way. He believed it was a burden to expect the <br />homeowners to do this. <br /> <br /> Ms. Mohr indicated that over the years the policies for <br />soundwalls has changed. At one point, many citizens had old <br />deteriorating fences which they wanted replaced by soundwalls. <br />This should not be the case now. Ms. Mohr agreed that Homeowners <br />Associations should be responsible for fences, but the landscape <br />between a soundwall and the city street should be the City's <br />responsibility. She inquired if there was a way to share the cost, <br />since it appears to be a shared benefit. <br /> <br /> Mr. Tarver inquired about landscape installed beyond the <br />standard established by the City. He did not want to discourage <br />better plans, but did not want the City to pay for expensive <br />maintenance. <br /> <br /> Mayor Mercer stated that if the City set a standard, that is <br />what you will see all over the City. Ms. Mohr wanted to encourage <br />variety and creativity from the developers to make their projects <br /> <br />5/19/92 9 <br /> <br /> <br />
