It sets the quality of <br /> the neighborhood and Ms. Mohr didn't want to get a sameness <br /> throughout the City. <br /> <br /> Ms. Acosta indicated Council must make the choice of "all or <br /> nothing." <br /> <br /> Mr. Tarver wanted the City to maintain the area in front of <br /> soundwalls. <br /> <br /> Mr. Mercer agreed with the paragraph on Page 3 of the new <br /> staff report. <br /> <br /> As an example, Mr. Swift indicated the City does not want to <br /> mow grass on medians or frontages; so if a developer says he wants <br /> grass in front of his project, then the City would tell the <br /> developer to pay for maintenance of the grass. On the other hand, <br /> if he used the City standards, then the City would maintain it. <br /> <br /> It was moved by Ms. Mohr, seconded by Mr. Butler, to adopt <br /> Resolution No. 92-104, establishing policies and standards <br /> governing the public use and maintenance of trails, open space and <br /> landscape areas in Pleasanton, using Policy 5 from the amended <br /> staff report as follows "Landscaping located within the public <br /> right-of-way between private developments and the fronting street <br /> curb or pavement edge, excluding areas in front of soundwalls, <br /> should be maintained by the private owner. Landscaping located <br /> within the public right-of-way between soundwalls and the fronting <br /> street curb or pavement edge which does not exceed City maximum <br /> maintenance cost standards should be maintained by the City. <br /> Landscaping in front of soundwalls which does exceed City maximum <br /> maintenance cost standards should be maintained by the private <br /> owner. Soundwalls should be maintained by the private owner. <br /> Landscape islands within the public right-of-way should be <br /> maintained by the City." <br /> <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Butler, Mohr, Scribner, Tarver and Mayor <br /> Mercer <br /> NOES: None <br /> ABSENT: None <br /> ABSTAIN: None <br /> <br /> 5/19/92 10 <br /> <br /> <br />
