(SR92:193) <br /> <br /> Also consider adoption of a Negative Declaration <br /> <br /> Mr. Mercer declared the public hearing open on the <br /> application .... <br /> <br /> Mike Fartell, 1984 Railroad Avenue, represented Anita <br /> Davidson. He described the project and the history of the <br /> planning. He felt that the design guidelines and .the plan were <br /> good and asked for Council's approval. He then referred to the <br /> staff report and commented that it was unfair for a one acre <br /> project to require a planning area study. The traffic that would <br /> be generated by the four units would not be a nuisance. The <br /> utilities that are necessary (sanitary, sewer, and storm drain) <br /> could be brought to the site easily. The guidelines that were <br /> developed were written to encourage some respect for the old <br /> farmhouse and to generate some interest in the historic <br /> preservation in the character in that area. Ms. Davidson agreed to <br /> condition the map so that a preliminary design could be approved. <br /> He felt that it would be a mistake to approve the three lot option <br /> because that would not require the retention and renovation of the <br /> old house. <br /> <br /> Mr. Butler asked how the project by itself could fund the <br /> utilities that will have to come to it. <br /> <br /> Mr. Farrell explained that sanitary sewer and storm drainage <br /> were brought to the Rose Lane area, 150 feet away from project.
