13

- Jenny Servatius, 1392 Bordeaux, explained that there were a
lot of young children in her neighborhood. She and her three
younger sisters live at the corner of Bordeaux and Concord. She
stated that it is very dangerous in that area. Her friend's dog
was hit recently by a speeding car. She asked that Council
consider approving the request for the stop signs.

Brian Servatius, 1392 Bordeaux, stated that Bordeaux and
Concord is a "blind" corner and there have been several occasions
when children had almost been hit by vehicles. He indicated that
there are 18-20 children in his neighborhood who walk to and from
school and he was greatly concerned for their safety.

Q9 Mr. Tarver asked if Mr. Servatius felt that one stop sign at
< Hearst Drive and Concord Street would be enough.
Z Mr. Servatius answered that if there were a choice he would
choose a stop sign at Concord and Bordeaux because that
intersection was more heavily used. He indicated that once the
recreation center was built at the corner of Hearst and Concord,
there would be more children in that area as well. Mr. Servatius
read a letter from a neighbor, Bob Gordon, who was in support of
these stop signs but unable to make it to this meeting.

Larry Schneider, 1375 Bordeaux Street, President of Kottinger
· Ranch Homeowner's Association, spoke in favor of this request. He
reiterated the points regarding the safety and traffic of this
area. He indicated that the recreation center would be openby the
end of the weekand that it would be creating additional traffic as
well as pedestrians. He asked for Council's approval.

Rick Benson, 1126 Hearst Drive, Vice-President of Kottinger
Ranch Homeowner's Association, indicated that there had been
incidents when people passed each other while driving down these
streets. He explained that it was veryunsafe for the children and
neighbors of this area. Mr. Benson reiterated the previous
comments and asked for Council's support.

Bob Herris, representing the owner of the Kottinger Hills
property, supported this request. He was soon going to be
proposing a project to the east of this area and was aware of the
concerns with these neighbors. He had been meeting with these
neighbors and agreed that the traffic situation on Hearst Drive and
Concord Street needed to be addressed. Mr. Harris has the traffic
consultant who will be preparing a comprehensive traffic mitigation
plan which would incorporate and recommend the establishment of
stop signs along with other devices especially at the corner of
Concord and Hearst. He volunteered to pay for the relocation of
any signs if there were better solutions found.

5/5/92 13
