252 <br /> <br /> Mayor Tarver felt that all of the comments made were <br /> appropriate. <br /> <br /> It was moved by Mayor Tarver, and seconded by Mr. Pico, that <br /> Resolution No. 92-230 be adopted, establishing a 13 member Economic <br /> Development Advisory Committee; adding a representative from the <br /> Convention Visitors Bureau, representatives from the environmental <br /> and educational community; and confirming that the Chamber of <br /> Commerce could choose its own member. <br /> <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Mohr, Pico, Scribner and Mayor Tarver <br /> NOES: None <br /> ABSENT: None <br /> ABSTAIN: None <br /> <br /> Mayor Tarver pointed out that the Tri-Valley cities have <br /> indicated a desire as well, to form a larger Economic Development <br /> Committee. <br /> <br /> Because it was after 11:30 p.m., it was moved by Ms. Mohr, and <br /> seconded by Ms. Scribner, to continue with the agenda. <br /> <br /> The roll call Vote was as follows: <br /> AYES: Councilmembers Mohr, Pico, Scribner and Mayor Tarver <br /> NOES: None <br /> ABSENT: None <br /> ABSTAIN: None <br /> <br /> Item 12b <br /> Zone 7 Proposed Policy Statement on Actions when Demand Exceeds <br /> SUDDlV (SR92:519) <br /> <br /> Mr. Pico believed that it was reasonable to be looking for <br /> regional leadership in water allocation issues on a basis other <br /> than "first come-first served." He felt that the actions that Zone <br /> 7 is proposing to take with respect to trying to determine what <br /> should be done with allocating water are reasonable. He then <br /> referred to the draft letter written by staff (especially Paragraph <br /> 3) and stated that he would like the letter to be more <br /> conciliatory. Mr. Pico stated that the letter should indicate that <br /> the City recognizes that regional action needs to be taken in the <br /> future and that the City supports the leadership that Zone 7 is <br /> taking. <br /> <br /> Ms. Mohr felt that the draft letter did reflect the concerns <br /> of the City. She believed that the only part of that paragraph <br /> that could be of disagreement would be that it was abruptly <br /> resurrected. The timing of when this matter is reconsidered is <br /> Zone 7's as long as it gives adequate opportunity to other cities <br /> to give input. <br /> <br /> 12/15/92 26 <br /> <br /> <br />
