245

County cities to request that Contra Costa further address the
Environmental impacts of traffic on Dougherty Road. He felt that
was consistent with staff's position on that proposal.

Mr. van Gelder stated that he did not attend the meeting when
this was discussed. If Council did find that it would rather add
additional direction to Contra Costa similar to what Danville had
done, that would be easy to do. He recalled the EIR was not
adequate and should be recirculated and should not be certified.
He thought that the Tri-Valley Council did review the comments and
the majority of the members were in agreement with this. At the
last Tri-Valley Council meeting the resolution from Contra Costa
County had a number of items listed that would be included in a
future Tri-Valley Plan.

Mayor Tarvet indicated that the letter that he was referring
to was basically about the EIR and not certifying it and getting
more information. (A copy of this letter is to be given to Council
at a later date).

~eaque of California Cities/East Bay meetinq

Mayor Tarver explained that at the last meeting there was
discussion of the fiscal outlook of the state and potential trouble
for the future. Staff is proceeding in freezing positions and
limiting programs.

CITY COUNCIL COMMITTEE REPORTS
a. Mayor's Affordable Housing Task Force
b. The Committee is requesting that Council have a
workshop with the Committee to go over the status to be sure that
the Committee is moving in the right direction. The Committee will
most likely have 5-6 more meetings and has changed the meeting
times to the second and fourth Mondays of each month at 7:00 p.m.

z2/zs/92 z9
