242 <br /> <br /> Ms. Scribner said that she had requested information on <br /> whether Mr. Pico would have a conflict of interest since he owns a <br /> business downtown. She asked this because she did not want any <br /> decisions on downtown tainted in any way. <br /> <br /> Mr. Roush said that he had researched this matter and provided <br /> Mr. Pico with his analysis and opinion. He cannot, however, grant <br /> immunity. Mr. Pico has to decide whether certain threshold amounts <br /> would be obtained as a result of the Plan. Mr. Pico has concluded <br /> that the threshold amounts would not be reached and therefore, Mr. <br /> Pico does not believed he has a conflict of interest. Mr. Roush <br /> did not feel that it was appropriate for him, in the absence of a <br /> request from Mr. Pico or from Council to write to the FPPC <br /> regarding this matter. <br /> <br /> Mr. Pico was confident that he does not have a conflict of <br /> interest. <br /> <br /> Ms. Mohr asked what a ruling would cost. <br /> <br /> Mr. Roush said that there was no fee for FPPC to provide that <br /> service. He did not believe that it was appropriate for him to <br /> write a letter to FPPC without the Councilmember who was the <br /> subject of the inquiry requesting him to do so or if Council <br /> directed him to do so. <br /> <br /> Mr. Pico reiterated that he has no conflict of interest and <br /> would not be receiving financial benefits as a result of the <br /> reconstruction. He felt that it was unnecessary to write the FPPC. <br /> <br /> Mayor Tarver felt that the conflict of interest issue is <br /> between the FPPC and Mr. Pico and if Mr. Pico is confident that <br /> there is no conflict then it should be left at that. <br /> <br /> It was moved by Ms. Scribner, and seconded by Ms. Mohr, to <br /> approve the plans and specifications and authorize the call for <br /> bids for Main Street Reconstruction, Project #905006. <br /> <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Mohr, Pico, Scribner and Mayor Tarver <br /> NOES: None <br /> ABSENT: None <br /> ABSTAIN: None <br /> <br /> Item 8e <br /> Discussion of Appointments of Council Members to Various Reqional <br /> and Local Boards, Commissions, and Task Forces (SR92:497) <br /> <br /> Ms. Scribner referred to the Mayor's Affordable Housing <br /> Committee and stated that it seemed appropriate for her to remain <br /> as a member since she has been for two years. <br /> <br /> 12/15/92 16 <br /> <br /> <br />
