241

Ms. Acosta stated that staff thought that Council would be
discussing the materials. Staff planned on showing Council the
different materials after the mock-up and then the workshop could
follow.

Ms. Scribner agreed to have the workshop follow the viewing of
the mock-up and materials. She stressed that she did not want to
have a public hearing on this.

Mayor Tarver was under the understanding that the material
demonstration would be in an existing parking area on Main Street.

Ms. Acosta replied that that is still an option.

It was moved by Mr. Pico, and seconded by Mayor Tarver, to
have a Council workshop, with public input, on Tuesday, January 12,
1993 at 7:30 p.m. to discuss the mock-up.

Mr. Pico amended his motion to have the Council workshop
following the viewing of the mock-up and materials on Sunday,
January 10, 1993; staff to determine where the workshop will be
held.

The roll call vote was as follows:
AYES: Councilmembers Mohr, Pico, Scribner and Mayor Tarver
NOES: None
ABSENT: None
ABSTAIN: None

Item 8d
Approval of Plans and Specifications and Authorization to Call for
Bids for Main Street Reconstruction, Pro~ect #905006 (SR92:509)

Mr. Pico stated that some of the residents have expressed
concern to him about the design of Main Street with respect to the
trees in the street and the bulb out curbs. These are the only two
issues that he has concerns about. He was concerned about the
dramatic impact on the character of Downtown that these changes
would make. He suggested considering amending the plans to show
rounded street corners and eliminate the trees in the street with
the understanding that those items could be added at a future date.
If this is not acceptable, perhaps staff could put two sets of
plans out to bid. One set would show the trees in the street and
the bulb outs and the other set would not.

Ms. Mohr indicated that these two issues were ones where she
had lost the vote. If this were voted on at this time it would be
a two-two vote.

12/15/92 15
