236 <br /> <br /> Mr. Edder answered yes. <br /> <br /> Mayor Tarver asked for clarification on the guidelines. <br /> <br /> Mr. Swift explained that the guidelines set by Council provide <br /> for a 7,000 square foot house and a garage up to 800 square feet <br /> maximum. If the garage was any larger than 800 square feet, then <br /> it would count against the size of the house. Council specifically <br /> said that the Design Review Board did not have to hold that as an <br /> absolute maximum. The Design Review Board, in review of the <br /> Edder's house, felt that the design of the house was such that a <br /> house the size that was approved was appropriate. <br /> <br /> Dale Springer, 2047 Valley Oak Road, spoke on behalf of the <br /> Golden Eagle community. She stated that the owners have been <br /> depending on the funds from the sales of the lots that are under <br /> Chapter 11 to complete the public works in the community. If the <br /> size of the lots are reduced, the impact will do considerable <br /> damage to the community. She stated that the owners have worked <br /> hard with City staff and Council to complete this community. There <br /> has been great progress made. The utilities have been completed on <br /> more than half of the development. Ms. Springer asked that the <br /> guidelines remain at 7,000 square foot. <br /> <br /> Rick Bentley, 23 Grey Eagle Court, did not feel that it was <br /> fair of Council to consider changing the guidelines after seeing <br /> what these property owners had been going through. <br /> <br /> Marilyn Moody, 8604 White Oak Court, stated that although <br /> Council's decision this evening would not affect her because her <br /> home is under construction, her neighbors would be. She asked that <br /> Council not change the guidelines. She reiterated the process that <br /> all of the owners had gone through to reach this point. <br /> <br /> Stephanie Atkins, 6382 Calls Esparanza, stated that she had <br /> purchased her lot in Golden Eagle two and half years ago and since <br /> then had been trying to work through the different problems. She <br /> was the person who took the photos that Mr. Springer presented to <br /> Council. She asked that Council look closely at the landscape of <br /> the lower ridge and see that the homes would not be visible except <br /> from the freeway. The changing of the guidelines in mid-process is <br /> financially damaging. She believed that the issue is the <br /> visibility not the square footage. <br /> <br /> Ms. Mohr explained that one of the objectives of the General <br /> Plan is that the City provide a full range of housing. It seemed <br /> that it was appropriate that the City provide an opportunity for <br /> all of those people who would like to make Pleasanton their homes. <br /> She found it interesting that a "spec" builder had not yet <br /> addressed Council on this process. It was a significant issue to <br /> her that these were owner/builders. Ms. Mohr stated that the <br /> project was conditioned so that the concerns which brought this <br /> <br /> 12/15/92 10 <br /> <br /> <br />
