When a conflict occurs that person would be disqualified, but <br /> it would not be ongoing. He believed that there would be fewer <br /> conflicts if only one member of the Planning Commission served as <br />~ a professional <br />CO ' <br />CO Mr. Tarver asked if a licensed professional were working as a <br />< peer reviewer on an informal basis, would that create a conflict of <br />Z interest. <br />~ Mr. Roush responded no, so long as the matter was not one <br /> which the professional had prepared. <br /> <br /> Ms. Mohr asked if the staff could use a pool of licensed <br /> professionals to review proposed designs on a case by case basis. <br /> <br /> Mayor Mercer responded that what Ms. Mohr was proposing seemed <br /> contrary to what the Economic Development Committee has proposed. <br /> <br /> Ms. Mohr explained that she was not proposing that there be a <br /> Board, but rather to have staff have the ability to draw from an <br /> identified pool of talent. <br /> <br /> Ms. Scribner disagreed with the recommendation to disband the <br /> Board. She believed that the Board serves a specific function <br /> however, and she never felt that it needed to be a formal board. <br /> <br /> Mr. Butler reiterated that it was important for staff to use <br /> professional expertise. <br /> <br /> It was moved by Mr. Tarver, and seconded by Ms. Mohr, to <br /> initiate amendments to the Pleasanton Municipal Code to eliminate <br /> the Design Review Board, delegating its functions to staff and the <br /> Planning Commission; but not to include staff recommendation No. 3 <br /> (buildings in North Pleasanton, subject to design guidelines, <br /> should be subject to staff approval only). <br /> <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Butler, Mohr, Tarver and Mayor Mercer <br /> NOES: Councilmember Scribner <br /> ABSENT: None <br /> _ ABSTAIN: None <br /> <br /> 11/1V/92 15 <br /> <br /> <br />
